City of East Moline Special Service Area Met Feb. 23.

Here is the minutes provided by the special service:

Roll Call: SSA (Zoom & In Person) – Adam, Michelle, Martin, and Patricia (SSA & Main Street). City – Doug, Reggie, Annaka and Jayne Absent Terry, Larry, and John

Approval of Minutes: Patricia motions, Martin seconds, minutes for January approved. Guest: none present

Financial Report – Annaka gave the report, we have a great collection rate, and nothing more will be collected until June’s tax payments.

Façade Program – No new submissions

Bills – Adam Guthrie: Patricia’s bill, and Michelle for Respect Abilities – Motion from Martin second from Adam bills are to be paid.

Directors Report – Adam:

• Mural Project - potential for murals downtown - Adam and Jayne are working on this. 

• Continuation of concrete center sidewalk at Runner’s Park. Adam will work on this with Joe and the City as the weather is breaking.

• Flowers are being grown and will be transferred to baskets and planters. Close to Mother’s Day is the goal.

• Trash as the snow is melting is being picked up along 15th Avenue. Thank you, Respect Abilities Crew.

Main Street Report – Patricia Hansen: Working on finding Grants, new office is ready for meetings, and sponsorship information will be going out soon.

Runner’s Park lighting project – March 9th is the bid deadline – Will be reviewed in March, finished project should be mid-May.

Fencing Program – A letter was presented Patricia motioned with a second from Martin. The letter will be sent to the appropriate businesses and we will amend, as necessary.

Master Plan – Jayne and Doug will meet soon and talk about what a committee for the Build Grant and working the Master Plan will look like. We should information by next meeting.
