City of Moline City Council met March 16

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:08 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and Executive Session minutes of March 9, 2021, and appointments made at Committee-of-the-Whole on March 16, 2021.

Second Reading Ordinances

1. Council Bill/General Ordinance 3003-2021

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, by amending Section 20-5201, “ESTABLISHMENT OF SNOW ROUTES,” Section 20-5202, “NOTICE WHEN PARKING ALONG SNOW ROUTES IS RESTRICTED,” Section 20-5203, “REMOVAL OF VEHICLES PARKED IN VIOLATION OF THIS DIVISION,” and Section 20-5119(1)(a), “PENALTIES FOR VIOLATIONS OF THIS ARTICLE.”

2. Council Bill/Special Ordinance 4003-2021

A Special Ordinance providing for financing by the City of Moline, Illinois, of the water main in TIF #7 Airport Business Park, by authorizing issuance of $299,379 in a Revenue Anticipation Note and purchase of the same by the Water Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.

3. Council Bill/Special Ordinance 4004-2021

A Special Ordinance providing for financing by the City of Moline, Illinois, of the sewer main in TIF #7 Airport Business Park, by authorizing issuance of $367,173 in a Revenue Anticipation Note and purchase of the same by the Water Pollution Control Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.

Resolutions

4. Council Bill/Resolution 1062-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Denler, Inc., for Project #1349, 2021 Joint & Crack Sealing Program, for an amount not to exceed $75,000 at the proposed unit prices.

5. Council Bill/Resolution 1063-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Five Cities Construction Company for Project #1350, 6th Street Reconstruction, 4th Avenue to Railroad Avenue, for an amount of $105,556.

6. Council Bill/Resolution 1064-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement with Earthworks Design, Inc., for the John Deere Pavilion Tree Pit Landscaping Project, for an amount of $19,245.

7. Council Bill/Resolution 1065-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Intergovernmental Agreement for improvements to the MetroLINK John Deere Commons Passenger Ferry Boat Terminal with the Rock Island County Metropolitan Mass Transit District (MetroLINK).

8. Council Bill/Resolution 1066-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Temporary Construction Easement to allow additional improvements to the dock facility at MetroLINK John Deere Commons Passenger Ferry Boat Terminal in the vicinity of 1425 River Drive, Moline, Illinois.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker, Wendt and Potter; nays: none.

Resolutions

9. Council Bill/Resolution 1067-2021

A Resolution authorizing an exception to the moratorium on hiring and promotion, pursuant to Resolution 1051-2020, to promote Tony Loete to Director of Utilities, effective March 22, 2021.

Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1067-2021. Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker, Wendt and Potter; nays: none.

10. Council Bill/Resolution 1068-2021

A Resolution approving the appointment of Joe Kuhlenbeck, Building Official, as Interim Director of Public Works for the City of Moline, effective March 22, 2021; and approving a 10% increase to his current salary, effective March 22, 2021, for the term he serves as Interim Director of Public Works.

Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1068-2021 Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker, Wendt and Potter; nays: none.

Council, Staff and Citizen Comments:

Alderman Parker remarked that recent hiring and promotion of staff is encouraging, and he is looking forward to getting back to full-strength.

Alderman Wendt thanked the City’s first responders, specifically the four police officers who evacuated a resident from a burning home this week.

Alderman Potter wished retiring Public Works Director J.D. Schulte well, thanking him for his many years of service to the community. Alderman Waldron expressed that Schulte was a superior employee who will be greatly missed. Other members of Council echoed the sentiment.

Alderman Moyer thanked Neighborhood Improvement Officer Brad Hauman for his support and responsiveness.

Marty Vanags confirmed that interviews for the Community and Economic Development Director have not begun and that media reporting to the contrary was inaccurate.

Mayor Acri stated that this is an important time for the City, expressing gratitude for retiring and departing staff who have laid a strong foundation.

Mayor Acri acknowledged four officers that were taken to the hospital this week for treatment of smoke inhalation after evacuating a resistant resident from her burning home. Mayor stated that the efforts of our first responders is extraordinary and marveled that they expose themselves to great risk, casually living a life of service. Mayor Acri indicated that Officers Cullison, McManus and Compton were not severely injured, but she was unable to visit with Officer Parmenter at the hospital due to COVID-19 measures. Chief of Police Darren Gault stated that Officer Parmenter was released today. He thanked the City Council for their care and compassion, noting that the officers’ work is part of a life of service.

Executive Session:

Alderman Berg, seconded by Alderman Waldron, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker and Wendt; nays: Alderman Potter.

The City Council convened in Executive Session at 7:24 p.m.

Council reconvened in open session at 8:02 p.m.

On motion of Alderman Potter, seconded by Alderman Parker, Council adjourned at 8:02 p.m.
