City of Moline City Council Met Feb. 23.

Council Meeting: The City Council meeting came to order at 6:59 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Wendt gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

1. Council Bill/General Ordinance 3002-2021
An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, by adding Section 4-3325, OPTION 8, “RETAILER’S ON-SITE POURING;” and amending Section 4-3317, OPTION 1, “OUTDOOR USE,” Section 4-3324, OPTION 7, “RETAILER’S ON-SITE OUTDOOR SPECIAL USE,” Section 4-3208, “LICENSE FEES,” and Section 4-3319, OPTION 3 “CATERER’S RETAIL.”
2. Council Bill/Special Ordinance 4002-2021

A Resolution authorizing the approval of a Resolution for Improvement under the Illinois Highway Code for Motor Fuel Tax (MFT), Section 21-00280-00-RP, 11th Avenue C, 52nd Street Court to 54th Street, in the amount of $315,000.
5. Council Bill/Resolution 1045-2021
A Resolution authorizing the approval of a Resolution for Improvement under the Illinois Highway Code for Motor Fuel Tax (MFT), Section 21-00279-00-RP, 26th Avenue, 3800 block to 41st Street, in the amount of $915,645.
6. Council Bill/Resolution 1046-2021
A Resolution authorizing the approval of a Resolution for Improvement under the Illinois Highway Code for Motor Fuel Tax (MFT), Section 21-00282-00-RP, 34th Avenue, 53rd Street to 56th Street Place, 56th Street Court and 56th Street Place to the dead end, in the amount of $787,750.

Resolutions
7. Council Bill/Resolution 1047-2021
A Resolution authorizing the Mayor and Chief of Police to execute an Equitable Sharing Agreement and Certification between the Federal Government and the Moline Police Department setting forth the requirements for participation in the Equitable Sharing Program and certifying all receipts and expenditures of federal forfeiture funds, property and interest during the last fiscal year.
Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1047-2021. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: none.
8. Council Bill/Resolution 1048-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to Letters of Engagement with the executive search consultant Baker Tilly US, LLP, Chicago, Illinois, to begin a search for candidates for the positions of Director of Engineering/City Engineer and Director of Human Resources for the City of Moline.
Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1048-2021. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: Alderman Potter.
9. Council Bill/Resolution 1049-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Letter of Engagement with Strategia Consulting, LLC, for legislative lobbying services for the City of Moline.
Approved. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1049-2021. Alderman Waldron questioned the estimated cost of services. Derke Price, Corporation Counsel, indicated that the cost would be approximately $5,000 per month. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: none.
10. Council Bill/Resolution 1007-2021-R
A Resolution amending Resolution 1007-2021 to add required language to a Program Funding Agreement between the City of Moline (the “City”) and the Illinois Housing Development Authority for the City’s acceptance of $250,000 in grant funding, that the City shall enter into the Funding Agreement (the “Agreement”) with the Illinois Housing Development Authority (IHDA), and to do all things necessary to execute all assurances and certifications to the Illinois Housing Development Authority for the Strong Communities Program (SCP), Round 1 Grant; and the Community & Economic Development Department to begin work upon execution of the Program Funding Agreement between the City of Moline and the Illinois Housing Development Authority for the Strong Communities Program (SCP), Round 1 Grant, and to do all things necessary to implement said grant requirements.
Approved. Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1007-2021-R. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Williams and Parker; nays: none; abstention: Alderman Berg as a member of the IHDA Board.
Council, Staff and Citizen Comments:
Alderman Potter stated that, some time ago, a Tax Increment Financing (TIF) Study was conducted, of which he was supportive. As a result of the Study, fingers were pointed in a news article and he believes that comments made were inaccurate, particularly when motives were questioned. Alderman Potter cautioned members of the City Council that it is okay to disagree, without being disagreeable.
Alderman Moyer praised the Library’s programs and the hard work of staff.
Mayor Acri applauded the coordinated rescue effort of the Public Works, Police and Fire Departments, expressing sincere gratitude that they not only do their job, but do it so well.
Darren Gault, Chief of Police, shared that Governor Pritzker has signed a police reform bill that will affect changes within the criminal justice system. The Moline Police Department (MPD) is already compliant with some requirements of the new law. Gault stated that changes in services provided is likely; however, the MPD will continue striving to the highest standard of service. He will keep the Council updated.
Executive Session:
Alderman Williams, seconded by Alderman Potter, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11); and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: none.
City Council convened in Executive Session at 7:17 p.m.
Council reconvened in open session at 7:44 p.m.
On motion of Alderman Potter, Mayor Acri adjourned the Council meeting at 7:44 p.m.
