Chairperson Ford called the meeting to order at 4:32 p.m.

Approval of Minutes
Commissioner Nelson made a motion to approve the February 9, 2021 Regular Meeting Minutes; Commissioner Flowers seconded; roll call vote performed, motion unanimously carried.

Fire: Retirement
Firefighter/Paramedic Captain Brian Vyncke has submitted his letter of intent to retire dated February 15, 2021, effective 0730 on March 16, 2021. Captain Vyncke will retire with 25 years of service to the City of Moline. Chief Snyder accepted Captain Vyncke’s retirement in his letter dated February 16, 2021. Chief Snyder requested the Commission approve the retirement of Captain Brian Vyncke effective March 16, 2021. Chairperson Ford made a motion to approve the retirement of Firefighter/Paramedic Captain Brian Vyncke as presented, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.
Fire: Vacancies
The Moline Fire Department has an authorized strength of 65 sworn firefighters and maintaining minimum staffing is critical to meet demands in calls for ambulance and fire services. Resolution 1111-2020, an exception to the moratorium on hiring pursuant to Resolution 1051-2020 was approved by City Council to hire two firefighters in January 2021 and thereafter when practicable based on retirements. Commissioners have previously approved filling the vacancies created by the retirement of Chris Comeaux in April 2020 and resignation of Paul Tucker in December 2020. Chief Snyder requested authorization to fill the vacancy created by the retirements of Captain Brian Vyncke in March 2021 and Lieutenant Spiegel in June 2021. Commissioner Nelson made a motion to approve filling the vacancy created by the retirements of Captain Brian Vyncke and Lieutenant Jerry Spiegel, Chairperson Ford seconded; roll call vote performed, motion unanimously carried.
Fire: Voluntary Eligibility Register Removals
Chief Snyder requested the Board approve the removal of number three candidate, Steven Ledvina, and number four candidate, Miguel Luis, from the current Firefighter/Paramedic Eligibility Register per their written requests due to the acceptance of employment elsewhere. Chairperson Ford made a motion to remove Steven Ledvina and Miguel Luis from the current Firefighter/Paramedic Eligibility Register, Commissioners Flowers seconded, roll call vote performed, motion unanimously carried.
Fire: Probationary Appointment of Firefighter/Paramedic
Chief Snyder requested the Board approve the Probationary Appointment of Firefighter/Paramedic Roman Visintine, number two-ranked candidate on the Firefighter/Paramedic Eligibility Register. Mr. Visintine has successfully completed all pre-employment requirements and it is without hesitation that his probationary appointment is recommended for approval. Chairperson Ford made a motion to approve the Probationary Appointment of Roman Visintine effective March 15, 2021, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.
In addition, Chief Snyder requested the Board approve the Probationary Appointment of Firefighter/Paramedic Gonzalo Martinez, the number five-ranked candidate on the Firefighter/Paramedic Eligibility Register. Mr. Martinez has successfully completed all pre employment requirements and it is without hesitation that his probationary appointment is recommended for approval. Commissioner Nelson made a motion to approve the Probationary Appointment of Gonzalo Martinez effective March 15, 2021, Chairperson Ford seconded; roll call vote performed, motion unanimously carried.
Fire: Promotions
Lieutenant Jim Van Vooren is the next qualified candidate on the certified Fire Captain Eligibility Register. Due to a vacancy in the rank of Captain created by the retirement of Captain Brian Vyncke, Chief Snyder requested approval to promote Lieutenant Jim Van Vooren to the rank of Captain effective March 16, 2021. Commissioners Nelson made a motion to approve the promotion of Lieutenant Jim Van Vooren to the rank of Captain effective March 16, 2021; Chairperson Ford seconded; roll call vote performed, motion unanimously carried.
Due to the promotion of Captain Jim Van Vooren a Lieutenant vacancy has been created. Fire Engineer Marco Leone is the next qualified candidate on the certified Fire Lieutenant Eligibility Register. Chief Snyder requested approval to promote Fire Engineer Marco Leone to the rank of Lieutenant effective March 19, 2021. Chairperson Ford made a motion to approve the promotion of Fire Engineer Marco Leone to the rank of Lieutenant effective March 19, 2021, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.
Police: Probationary Appointment
Captain Brian Johnson on behalf of Chief Gault requested the Board approve the Probationary Appointment of Police Officer Edis Jazvin, the final candidate on the current Police Officer Eligibility Register. Mr. Jazvin has successfully completed all pre-employment requirements and it is without hesitation that his probationary appointment is recommended for approval.
Chairperson Ford made a motion to approve the Probationary Appointment of Edis Jazvin effective March 22, 2021, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.
Police: Retirements
Captain Brian Johnson on behalf of Chief Gault advised the Commission that Lieutenant Pedro Valladares has submitted his letter of intent to retire dated February 22, 2021, effective at the end of his final shift on March 25, 2021. Lt. Valladares will retire with 25 years of service to the City of Moline. In addition, Officer Kerry Biggs has submitted her letter of intent to retire dated February 25, 2021, effective at the end of her final shift on April 2, 2021. Ofc. Biggs will retire with 20 years of service to the City of Moline. Additionally, Officer Steven Wilson has submitted his letter of intent to retire dated February 23, 2021, effective at the end of his final shift on April 2, 2021. Ofc. Wilson will retire with 25 years of service to the City of Moline. Captain Johnson requests the Board approve the retirements of Lt. Valladares, Ofc. Biggs, and Ofc. Wilson as stated. Chairperson Ford made a motion to approve the retirements of Lt. Pedro Valladares, Ofc. Kerry Biggs and Ofc. Steve Wilson as submitted, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.
At the regular meeting on February 9th the Board approved the temporary increase in authorized strength and the hire of two officers to attend the March 2021 academy. Due to the unexpected resignation of C. Hennigar and the subsequent hiring of only one officer to attend the March academy, authorized strength was not exceeded as these changes resulted in a sworn staff of 80 officers. Captain Johnson on behalf of Chief Gault requested the Board once again approve the temporary increase in authorized strength to hire five candidates from the 2021-2022 Police Officer Eligibility Register being presented to the Board this evening for approval. These five candidates will fill the vacancies created by the departure of C. Hennigar and the aforementioned retirements as well an additional retirement anticipated in April or May. Chairperson Ford made a motion to approve the request to temporarily exceed authorized strength and hire five candidates from the 2021-2022 Police Officer Eligibility Register, Commissioner Nelson seconded; roll call vote performed, motion unanimously carried.
Police: Police Officer Eligibility Register
Leah Miller, Interim HR Manager presented the Police Officer Eligibility Register compiled with the results of the most recent recruitment and testing process. Up to two additional applicants may be tested due to military deployments at the time of regularly scheduled testing, pending the results of this testing the Board may amend the Register. Leah Miller requested the Board approve the Police Officer Eligibility Register as presented. Following brief discussion, Chairperson Ford made a motion to approve the 2021-2022 Police Officer Eligibility Register as presented, Commissioners Flowers seconded; roll call vote performed, motion unanimously carried.

Commissioner Nelson made a motion to disqualify Brandon Kline from the current Firefighter/Paramedic Eligibility Register, Commissioner Flowers seconded; roll call vote performed, motion unanimously carried.
