City of East Moline Park Board Met March 9.

President Brian Stombaugh called the meeting to order at 6:00 pm.
Roll Call: Present: Ald. Almblade, B. Rusch, D. Kannenberg M. Spencer, B.Stombaugh, J. Swanson
Absent: G. Lowery*, R. Cervantes, T. Johnson (unable to connect), *- called in, cant make it. Guests: Sherri Peacock, EM Dist 37, Assoc. Superintendent of Student Achievement
Secretary’s Report: Motion to approve minutes of November made by Spencer, seconded by Kannenberg. All in favor, motion passed.
Treasurer’s Report: Almblade advised an ending balance of $76,071.24 with some interest revenue. lines of revenue and Expenditures. No expenditures were made. Motion to approve report made by Kannenberg, seconded by Spencer. All in favor, motion passed.

New Business
1) Guest Speaker _ Sherri Peacock EM District 37 proposal to partner with EM Park Board with summer program
Sherri discussed how COVID pandemic has impacted EMSD families and student with remote learning. Issues on digital divide, 3-14 mo learning loss, 75% need socio-emotional support, food insecurity. Program to provide lunch , be 4 days/week, June7 to July 1st , (no Fridays). This would be an afternoon program 12:30 to 3:30pm. Asking if EM would like to start pilot program at Hereford Park. They would pick them up at school, have one person for head councilor and can employ aids to help. take to park, Not sure what involved in park program, req’d insurance, if any money is available to help wieh costs. If goes well, can write for more grants. These grants usually want to know what EM/Dist37 invests in it, and maybe expand to 2-3 parks in future. They also parner with YMCA provided paid help. Need transportation home. Need to pursue quickly to let parents know. Rain days, go to admin build. (maybe). Need alternate park if Hereford floods. They have money for 2 adults and 2 aids. Need additional high school aids from EM. The glitch when working with Hereford Park is Grant only pays for EM District employees. Can CIP money be spent on help for this staff or maybe volunteers? 25 kids max. for pilot program. Motion to move forward with Partnership with EM District 37 for summer program at Hereford Park (flood alternate Butterworth) made by Swanson, 2nd by Spencer. Those in favor, Ald. Almblade, B. Rusch, D.Kannenberg M. Spencer, B.Stombaugh, J. Swanson, Those againt, none, motion passed. Stombaugh is head contact for City on this project. Assistant to be Swanson and Rusch. Three to have sub-meeting to get details going.
2) Mitchell Park – Received donation from Lydia Pierce in amt. of $4220.00 for swing set in memory of Jack and Hazel Lundeen Family.
Old Business
1) Update on EMLL: Mayor put requirements on number of participants for playing at Jacobs. EMLL is still trying to have a season. Still doing registrations. Moline fees went up $30.00. Have 2000 fliers.
2) Adopt A Park Still need two people to help Tavian to help, Spencer to help. Need one more. Almblade to be main contact.
3) Park Trash Cans: B. Rusch wants to know why Lincoln park cans are RI colored and not UT colored. Mayor had no reason but thought maybe that was available paint. To get with Maintenance to change future colors to Glenview or UTHS or related to EM.
4) 2021 Fiscal Year Grants: Swanson send out available grant listing for everyone to review. Please review for next meeting. Swanson to resend. It was confusing and not much to match our interests. Swanson can check any of them if there is interest.
5) Signs for park history: Almblade found Centennial book on EM history with section on parks. Almblade to summarize and pass out. Rusch to research on adding QR code on sign to lead people to more history.
6) Update Park Board Member to get list for review.
7) Pickle Ball courts:. Nothing to report. Reviewed. Need to get quotes for next meeting.
8) New Maintenance Supervisor: Board wants to meet. Invite to meeting.
With no other business, motion to adjourn meeting made by Spencer, seconded by Rusch All in favor, motion passed. Meeting adjourned at 6:45pm
