The Regular Council of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL

PRESENT:

Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, and Council Keith Kennett

COUNCIL ABSENT: Council Robert Wachtel and Council Paula Simosky

STAFF PRESENT:

Director of Finance Jamie Matthews, City Admin JoAnn Hollenkamp, HR/Deputy Clerk Brandon Maeglin, Director of IT Garrett Griswold, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Attorney Margaret Kostopulos, and Director of Public Works Chad VandeWoestyne

4 Chamber of Commerce Report

Chamber Director Sullivan gave the Chamber of Commerce update.

5 City Engineering Report

Loren Rains introduced himself as the new city engineering contact. The ash street lift station project is currently waiting on safety equipment to arrive so that the project may proceed. Trees have been dropped for the northeast drainage project and the project should get started on May 1st. Street overlay projects will begin during the first week of May.

6 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time. You may email your comments to cadministrator@cityofgeneseo.com or text to 309-944- 0915.

Paul Cane expressed his interest in the Geneseo creek study and questioned whether the city's current retention ponds were working properly.

7 Mayor's Comments

The Mayor noted that a cemetery committee is being implemented and will be chaired by Alderman Wachtel and Alderman Rothschild.

13.1. Police Department Annual Report

13.2. Geneseo Creek Study - Presented by IMEG

The Mayor noted that Council and Staff should review and consider all the options presented by IMEG tonight and then come back and discuss the best options for moving forward.

13.3. Consideration of Resolution R-21-03 A resolution allowing the City to issue non-referendum general obligation alternate bonds. In the aggregate principal amount of not to exceed $4,200,000 to finance the costs of a portion of the unfunded accrued actuarial liability of the City’s Police Pension Plan. Brett Barnhart moved, seconded by Craig Arnold, Motion to approve Resolution R-21-03 A resolution allowing the City to issue non-referendum general obligation alternate bonds.

Paul Cane complimented the electric department for their attention to detail on many projects around town.

16 Executive Session

5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal council for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules of one or more classes of employees.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

5 ILCS 120/2(c)(21) Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.
