Council Meeting: The City Council meeting came to order at 8:18 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

1. Council Bill/Resolution 1071-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to the implementation of The Compliance Engine by Brycer (TCE).
2. Council Bill/Resolution 1072-2021
A Resolution approving the official City of Moline Zoning Map for calendar year 2021.
3. Council Bill/Resolution 1073-2021
A Resolution authorizing an exception to the moratorium on hiring and promotion, pursuant to Resolution 1051-2020, to hire a Fleet and Facilities Coordinator.
4. Council Bill/Resolution 1074-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a Rental Service Agreement with Phelps the Uniform Specialists, Inc., for uniform and floor mat rental services for a period of five (5) years.

Resolutions
9. Council Bill/Resolution 1069-2021
A Resolution approving a proposed amendment (Substantial Amendment 3) to the City of Moline’s 2019 Annual Action Plan, Substantial Amendment 2, approved by Council Bill/Resolution No. 1067-2020, for the purpose of program fund reallocation; and authorizing the Mayor to implement the program activity set forth in the City of Moline’s 2019 Annual Action Plan, Substantial Amendment 3, upon the Department of Housing and Urban Development’s (HUD’s) approval of said Amendment 3. K.J. Whitley, Community Development Program Manager, explained that the proposed changes include a 3-month versus 6-month compliance period, a forgivable loan increase from $5,000 to $10,000, and an added caveat that the business must retain at least one employee/job. The changes are proposed in response to feedback from impacted business owners.
Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1069-2021. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Parker, Wendt, Potter, Moyer and Schoonmaker; nays: none.
10. Council Bill/Resolution 1079-2021
A Resolution approving the voluntary extension of paid leave benefits under the Families First Coronavirus Response Act retroactive from April 1, 2021 through September 30, 2021, and approving the extension of benefits for Emergency Responders as modified and approved in Resolution 1045-2020, from April 1, 2021 through September 30, 2021.
Approved. Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1079-2021. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Parker, Wendt, Potter, Moyer and Schoonmaker; nays: none.
First Reading Ordinances
11. Council Bill/General Ordinance 3004-2021
An Ordinance amending Chapter 11, “FIRE PREVENTION AND PROTECTION,” of the Moline Code of Ordinances, by amending Section 11-1101 (f) 107.2.1, “TEST AND INSPECTION RECORDS.”
12. Council Bill/General Ordinance 3005-2021
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, by amending Appendix 31, “SNOW ROUTES.”
13. Council Bill/General Ordinance 3006-2021
An Ordinance amending Chapter 3, “ADVERTISING AND SIGNS,” of the Moline Code of Ordinances, Section 3-2105, “SIGNS ALLOWED ON PRIVATE PROPERTY WITH AND WITHOUT PERMITS,” by repealing Table 3-2105.1 in its entirety and enacting in lieu thereof one new Table 3-2105.1 relating to the same subject matter.
Council, Staff and Citizen Comments:
Alderman Williams encouraged everyone to vote on Tuesday, April 6th.
Alderman Parker thanked Sarah Mark, Fleet & Facilities Manager, for her efforts to buy local and keep tax dollars in the City. Alderman Berg echoed her thanks.
Alderman Potter acknowledged the community service of Don Morganthaler who was instrumental in the civic center’s development.
Alderman Moyer announced that Gregory Ford will join the City as the Library’s IT Specialist, and acknowledged Bob Conklin’s retirement after 13 years with the Library.
Alderman Berg thanked Director of Utilities Tony Loete and Interim Public Works Director Joe Kuhlenbeck for their leadership. She also acknowledged Leah Miller for her smooth transition to Interim Human Resources Manager.
Mayor Acri shared that two of the City’s partners have received recognition at the state level for community volunteerism and will be awarded the Governor’s Hometown Award. Mayor Acri will announce the two organizations at a press conference tomorrow at 10:00 a.m., outdoors at 5th Avenue and 12th Street.
Executive Session:
Alderman Berg, seconded by Alderman Moyer, moved for Executive Session, for the purpose of discussion of Deliberations Concerning Salary Schedules for One or More Classes of Employees-5 ILCS 120/2(C)(2), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Parker, Wendt, Potter, Moyer and Schoonmaker; nays: none.
City Council convened in Executive Session at 8:36 p.m.
Council reconvened in open session at 9:04 p.m.
Mayor Acri adjourned the Council meeting at 9:04 p.m.
