City of East Moline City Council Met May 3.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Maria Tapia, and Jose Rico. Absent: Frederic Kotoku and Jayne O’Brien.

PUBLIC COMMENT:

Mr. Russ Davis – 3918 4th Avenue, East Moline – Mr. Davis addressed the City Council regarding a citation for having 10 or more animals. Mr. Davis has a feral cat colony at his home. Mayor Freeman stated that a staff member will be contacting Mr. Davis within the next couple days regarding this issue.

Alderman Jayne O’Brien arrived at 6:32 p.m.

CITY CLERK’S REPORT

City Clerk Holmes informed the Council that she has received Abstract of Votes from the Rock Island County Clerk’s Office and it reads as follows:

We the undersigned Members of the Canvassing Board for Rock Island County do hereby certify that on Friday, April 23, 2021, we canvassed the returns for the election held on April 6, 2021, and do proclaim that a total of 14,644 voters requested and received ballots and we do further certify that the candidates received the number of votes herein recorded. (Non-Partisan)

Swearing in Newly Elected Officials:

Arletta D. Holmes Administered the Oath of Office to Newly City Clerk Elect, Wanda Roberts-Bontz.

City Clerk Roberts-Bontz swore in the Newly Elected Official: Mayor Reggie Freeman. Mayor Freeman swore in Newly Elected Alderman: Alderman Larry Toppert 1st Ward, Alderman Nancy Mulcahey 3rd Ward, Alderman Rhea Oakes 5th Ward, and Alderman J. R. Rico 7th Ward.

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following: 

a. Approval of the City Council Minutes of April 19, 2021. – PULLED

b. Approval of the City Council Minutes of April 5, 2021.

c. Approval of the Committee-of-the-Whole Minutes of April 19, 2021.

d. Approval of the Committee-of-the-Whole Minutes of April 5, 2021.

e. Approval of Salaries of April 30, 2021 in the amount of $398,146.68.

f. Approval of Bills in the amount of $502,912.53.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Tapia and Rico. Abstention: Oakes. Motion carried 6 – Abstention 1

Mayor appointments of Council.

Alderman Almblade states he feels that the Legal Services appointments are paid positions and need to have a contract with them.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve the Mayoral Appointments as presented and to bring back contracts to the next Council Meeting (May 17, 2021) the Mayoral Appointments regarding Legal Services. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

ORDINANCES – 1st Reading

ORDINANCE 21-05: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE AMENDMENT TO THE ROCK ISLAND COUNTY ENTERPRISE ZONE TO ADD ADDITIONAL PARCELS IN EAST MOLINE.

RESOLUTION 21-29: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE SCADA UPGRADE AT THE WASTEWATER TREATMENT PLANT.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-29 as presented. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)

Alderman Toppert had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Todd Stickler, Director of Maintenance Services – Alderman Almblade requested that Mr. Stickler inform the Park board of any damages to the Parks. Alderman Almblade asked if there were any leads regarding the damages at Hereford Park. Mayor Freeman requested that Mr. Stickler to inform the Park Board of any situations regarding the Parks.

Tim Kammler, Director of Engineering – Mr. Kammler informed the City Council that the Planning Commission has scheduled a meeting on Tuesday, May 25, 2021 at 6:00 p.m. at the East Moline City Hall regarding action on a preliminary plat and final plat for the Chicago Regional Carpenter’s Council (CRCC) First Addition development.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to adjourn the City Council meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried. 6:53 p.m.
