City of Moline City Council Met May 11.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:17 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of April 27, 2021, and appointments made during Committee-of-the-Whole on May 11, 2021.

Second Reading Ordinances

1. Council Bill/General Ordinance 3010-2021

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, by amending Appendix 33, regarding traffic regulations on private property.

Resolutions

2. Council Bill/Resolution 1110-2021

A Resolution amending the Intergovernmental Agreement between the Cities of Moline, East Moline, Silvis, the Village of Milan and the County of Rock Island, which established an Enterprise Zone now called the “Illinois Quad Cities Enterprise Zone”, by changing the zone boundaries to add territory to said Zone and authorizing the Mayor and City Clerk to execute the amended Intergovernmental Agreement.

3. Council Bill/Resolution 1111-2021

A Resolution designating $250,000 from the General Fund for relief to Moline businesses impacted by the COVID-19 pandemic state of emergency and establishing the COVID-19 Sole Proprietor Relief Assistance Forgivable Loan Program.

Omnibus Vote: Alderman Wendt, seconded by Alderman Waldron, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Moyer, O’Brien, Waldron, Schmidt, Williams, Macias, Wendt and Timion. nays: none.

First Reading Ordinances

4. Council Bill/General Ordinance 3011-2021

An Ordinance amending Moline Ordinance No. 88-3-2 establishing an Enterprise Zone in the County of Rock Island, Illinois, pursuant to an Intergovernmental Agreement with the Cities of East Moline, Illinois; Moline, Illinois; Silvis, Illinois; Rock Island County, Illinois, and the Village of Milan, Illinois, by revising Section 3, Exhibits “A” and “B”, to include new territory within the Quad Cities Enterprise Zone.

Miscellaneous Business/Council, Staff and Citizen Comments:

Alderman Moyer thanked Police staff for the opportunity to participate in the MILO simulation program offered this week.

Alderman O’Brien and others expressed that they are looking forward to serving together as a new City Council.

Alderman Schmidt thanked staff for his recent city-wide tour.

Mayor Rayapati shared that the MILO simulation was an eye-opening experience. She indicated that she attended the weekly City’s Department Directors’ meeting today, and she has regular meetings scheduled with the City Administrator, Corporation Counsel, RENEW Moline and the Quad Cities Chamber of Commerce. She continues to funnel citizen comments to staff. There is a lot of communication happening. The first listening post conducted last Wednesday asked for education/understanding of the City’s operations. Other priorities include working toward clarity in planning and zoning and easy access to road closures. The Onward Moline tool was explained. There was praise for the Police-Social Services partnership.

Marty Vanags, Interim City Administrator, explained that the Fire Department is using the old I-74 bridge for training. Chief Snyder shared additional information. The public art ordinance will be brought to Council in approximately 2 weeks. Vanags reported that his plan to pause the implementation and negotiation of the broadband request for proposals (RFP) to allow careful planning of this infrastructure, as well as allow time for Council’s strategic planning. Staff will return with a recommendation. There was discussion. Alderman Wendt, seconded by Alderman Williams, moved to approve the recommendation to pause the broadband RFP for 2 weeks until after Council’s strategic planning session. There was further discussion. Mayor Rayapati shared that Corporation Counsel will be providing training on roles and responsibilities. Motion passed unanimously.

Executive Session:

Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1), and Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Moyer, O’Brien, Waldron, Schmidt, Williams, Macias, Wendt and Timion. nays: None.

City Council convened in Executive Session at 7:32 p.m.

Council reconvened in open session at 9:01 p.m.

Mayor Rayapati asked for a motion to extend the current agreement with GovTemps for City Administrator Services (Marty Vanags) for 7 months, with a 30-day cancellation option, retroactive to April 30, 2021, through December 31, 2021. So moved by Alderman Timion and seconded by Alderman Waldron. Motion passed on roll call with the following vote: ayes: Aldermen Moyer, O’Brien, Waldron, Schmidt, Williams, Macias, Wendt and Timion. nays: None. This item will appear on the May 18, 2021 Council Agenda for ratification.

On motion of Alderman Macias, seconded by Alderman Schmidt, Council adjourned at 9:05 p.m.
