The Committee of the Whole of the City of Geneseo was called to order on Tuesday, May 25, 2021, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Robert Wachtel, Council Paula Simosky, and Council Keith Kennett

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time. You may email your comments to cadministrator@cityofgeneseo.com or text to 309-944-0915.

-Pastor Palm stated that it is unfortunate that the topic of gaming is back on the agenda and that the City does not need to take cues from the State of Illinois.

-Don Beck discussed the "All for Arts" organization in Geneseo. Don also commented that City wide cleanup should not be held during graduation weekend and that the City should establish a beautification committee.

-Chamber Director Sullivan read the following statement regarding the success of the Central Bank Pavilion (see below in 4.1).

-City Engineer Rains stated that a study was conducted regarding the traffic on N. Center between Exchange and Brown Streets. Rains is recommending no parking on the east side of N. Center and to maintain 2-way traffic on the route.

-Matt (Owner of Green River Hobbies) expressed concern that proposed changes to N. Center will cause confusion amongst his customer base. Green River Hobbies opposes any change to a one-way traffic pattern.

5 MAYOR'S COMMENTS

Mayor Johnson thanked everyone who worked to make the first Central Bank Pavilion Summer Concert a success in Downtown Geneseo.

6 CITY COUNCIL COMMENTS

Alderman Simosky stated that Galena's set up with street closures is very nice and that Geneseo should consider looking at a similar set up for events in the Summer.

7 CITY ADMINISTRATOR'S COMMENTS

-August 3rd is National Night Out. We are asking the Council to bring bake goods again and help serve.

- The Music Fest Parade is Sunday June 20th. Do we have elected officials interested in participating in the parade?

8.1. PRESENTATION OF DRAFT AUDIT

8.2. DISCUSSION TO FORM A COMMITTEE TO CONTINUE WITH RECOMMENDATIONS FROM THE GENESEO CREEK STUDY

Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to the City Council and to put on the consent agenda the following people to sit on the Geneseo Creek Study Committee: Brett Barhart, Doug Crow, JoAnn Hollenkamp and Chad VanDeWoestyne.

A motion was made by Alderman Kennett and seconded by Alderman Arnold to recommend to the City Council to enforce the current rules and when the next section opens allowing only flat stones and to put on the consent agenda. Discussion then ensued using Robert's Rules of Order.

Keith Kennett moved, seconded by Craig Arnold, Motion to accept a motion substitution.

RESULT: Carried

Keith Kennett moved, seconded by Craig Arnold, Motion to send the ideas discussed by the Council tonight back to the Cemetery Committee for discussion (substituted motion).

8.4. DISCUSSION OF ORDINANCE O-21-06.

AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUE OF NOT TO EXCEED $4,200,000 TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2021, OF THE CITY OF GENESEO, HENRY COUNTY, ILLINOIS, TO FINANCE A PORTION OF THE UNFUNDED ACCRUED ACTUARIAL LIABILITY OF THE CITY’S POLICE PENSION PLAN, TO PAY BOND DISCOUNT, BOND INTEREST, FINANCING, AND ADMINISTRATIVE EXPENSE; PRESCRIBING THE DETAILS OF SAID BONDS; PROVIDING FOR THE IMPOSITION OF TAXES SUFFICIENT TO PAY THE SAME, AUTHORIZING THE EXECUTION OF A BOND ORDER AND FOR THE COLLECTION, SEGREGATION AND APPLICATION OF CERTAIN CITY REVENUES TO PAY SAID BONDS.

Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to City Council Ordinance O-21-06.

AN ORDINANCE authorizing and providing for the issue of not to exceed $4,200,000 Taxable General Obligation Bonds (Alternate Revenue Source), Series 2021, of the City of Geneseo, Henry County, Illinois, to finance a portion of the unfunded accrued actuarial liability of the City’s Police Pension Plan, to pay bond discount, bond interest, financing, and administrative expense; prescribing the details of said bonds; providing for the imposition of taxes sufficient to pay the same, authorizing the execution of a Bond Order and for the collection, segregation and application of certain City revenues to pay said bonds .

8.5. DISCUSSION OF ORDINANCE O-21-07 AMENDING GAMING FOR TRUCK STOPS. THE NUMBER OF VIDEO TERMINALS PERMITTED IN A LICENSED TRUCK STOP SHALL NOT EXCEED THE NUMBER PERMITTED BY STATE STATUTE AND REGULATION VERSUS A FIXED NUMBER OF 6.

Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to the City Council Ordinance O-21-07 amending Gaming for truck stops.

RESULT: Carried

-Alderman Wachtel exmplained the history of Muzzy Chapel at Oakwood Cemetery.

Craig Arnold moved, seconded by Martin Rothschild, Motion to move into Executive Session per 5ILCS 120/2(c)(1) Employee Compensation and 5ILCS 120/2(c)(5) Purchase of property.
