City of East Moline City Council Met April 27.
Here are the minutes provided by the council:
Roll Call: SSA – Adam, Michelle, Martin, Larry, and Patricia (SSA & Main Street).
City – Doug, Reggie, Jayne and Annaka
Absent: Terry and John
Approval of Minutes: Larry Martin motions, second from Martin minutes for March approved. With Changes to the Quad City Arts Mural reflecting that this was not submitted but is on list for next year.
Guest: none present
Financial Report – Annaka gave the financials Larry motions to accept with a second from Martin March financials approved.
Façade/Fencing Program – No new submissions, Expecting something from Connie Cornmesser for fencing.
Bills – Adam Guthrie: Patricia’s bill, and Michelle for Respect Abilities – Motion from Larry with a second from Martin bills are approved to be paid.
Directors Report – Adam:
• Process and guidelines for Master Plan approval – The committee will be presented to City Council Members hoping to have first meeting in May. Representatives from City, SSA, Main Street, Bend & Rust Belt areas, etc.
• Noise Ordinance – Chief Ramsey has sent recommendations and they are being worked on to present to City Council.
• Street Light Outages - Either give addresses to Amy or call them into MidAmerican.
• Main Street Banners – Have been tabled until the Ad hoc Committee can take a look at them. Checking brand recognition and making sure this aligns with the Master Plan.
One strand of lights out at Runner’s Park – Larry said he would take care of it.
• Flower Report – Michelle Horton – Mulch is being dispersed around downtown and the flowers are to be here closer to Mother’s Day. A couple planters near the old TBK will be asked to be moved to by Cones on the Corner to spruce up that area as a welcome to downtown anchor.
• Main Street Report – Patricia Hansen: Working potential grants, putting together events for 2021, partnering with City on Marketing on a few items. Building partnerships with the Rust Belt and Marketing for all of downtown.
• Runner’s Park lighting project – Ground has already been broken and project is moving forward. The color of the shade sails was chosen by the SSA. Up to 25k Was approved from Redeem with some answers to questions.
New Business – Bring Ideas as our large project is being completed What’s next????
