The Committee of the Whole of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: COUNCIL Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Robert Wachtel, and Council Paula Simosky

ABSENT: Council Keith Kennett

STAFF PRESENT:

8 CITY ADMINISTRATOR'S COMMENTS

8.1. THE CITY HAS NOW BEEN ABLE TO REQUEST THE AMERICAN RECOVERY FUNDS (ARPA), WHICH WILL BE RECEIVED IN APPROXIMATELY 30 DAYS. THIS WILL BE THE FIRST INSTALLMENT OF 50% FOLLOWED IN 12 MONTHS WITH THE BALANCE.

9 ADMINISTRATION

9.1. DISCUSSION OF CITY ENTRANCE SIGNS.

Robert Wachtel moved, seconded by Bob James, Motion to recommend to City Council to replace the three existing signs with the brick/stone type sign price not to exceed $30K total and to put on the consent agenda.

RESULT: Carried

9.2. DISCUSSION OF APPLICATION FROM GRANT VENEMA FOR A ZONING CLASSIFICATION CHANGE AT THE FOLLOWING LOCATION. PARCEL ID #08-21-451-023 AND #08-21-451-024 COMMONLY KNOWN AS 936 S. OAKWOOD AVE FRONT AND REAR LOT (VACANT PARCELS), GENESEO, IL 61254.

Craig Arnold moved, seconded by Paula Simosky, Motion to recommend to City Council application from Grant Venema for a zoning classification change at the following location. Parcel ID #08-21-451-023 and #08-21-451-024 commonly known as 936 S. Oakwood Ave front and rear lot (vacant parcels), and to put on the consent agenda.

RESULT: Carried

9.3. DISCUSSION OF REVOLVING LOAN IN THE AMOUNT OF $10,000 FOR LISA WOOLUMS TO BE USED FOR BUSINESS INTERIOR RESTORATION.

Craig Arnold moved, seconded by Douglas Crow, Motion to recommend to the City Council to approve the loan for Lisa Woolums in the amount of $10,000 at 3% fixed interest, 10 year term and to put on the consent agenda.

Craig Arnold moved, seconded by Bob James, Motion to recommend to the City Council to approve the facade grant for Jacqueline Mickley for the property located at 209 West Exchange Street not to exceed $10,0000 and to put on the consent agenda.

9.5. DISCUSSION OF FAÇADE IMPROVEMENT GRANT FOR MICHELE WEBER-ENCK - AMERICAN FAMILY INSURANCE LOCATED AT 229 S STATE ST. FOR EXTERIOR WINDOWS AND DOORS.

Craig Arnold moved, seconded by Martin Rothschild, Motion to recommend to the City Council to approve the Facade Grant application from Michele Weber Enck for up to $10,000 and to put on the consent agenda.

Craig Arnold moved, seconded by Brett Barnhart, Motion to recommend to the city council to approve ordinance O-21-09 pertaining to the powers of the city administrator and to put on the consent agenda with the amendments pertaining to reporting.

9.7. DISCUSSION OF AGREEMENT FOR UTILIZATION BY VILLAGE OF ATKINSON POLICE FOR GENESEO POLICE SHOOTING RANGE.

Martin Rothschild moved, seconded by Craig Arnold, Motion to recommend to the city council to approve the intergovernmental agreement between the Village of Atkinson and the City of Geneseo in regards to the police shooting range and to put on the consent agenda.

11 PUBLIC COMMENT - ALL OTHER ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Alderman Arnold stated that he could barely hear the last meeting when trying to watch it via the YouTube feed when he was out of town.

Alderman James stated that the grass/weeds are about 6' tall at the parcel/structure that the city had torn down near the hospital.

5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal council for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
