Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Rhea Oakes, Jayne O’Brien, Maria Tapia, and Jose Rico.

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

Mayoral Appointment
Park Board Appointment – Lynn Segura
A motion was made by Alderman Mulcahey, seconded by Alderman O’Brien, to approve the appointment of Lynn Segura to East Moline Park Board. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
Recognition of Meritorious Service – Chief DeFrance
Chief DeFrance state that the Fire Departments Mission is to protect serve life and property. At this time, I would like to take this opportunity to recognize the following Fire Fighters for their courage and bravery.
Firefighter Evan Roberts received a Life Saving Award for action taken during a house fire on October 5, 2020, resulting in the locating and rescue of a 3-year-old child under hazardous fire conditions.
Engineer Joseph DeBlieck received a Life Saving Award for action taken during an apartment fire on May 20, 2021, resulting in the locating and rescue of an 8-year-old child under hazardous fire conditions.
Firefighter Adam Ladgenski received a Life Saving Award for action taken during an apartment fire on May 20, 2021, resulting in the locating and rescue of an 8-year-old child under hazardous fire conditions.
Firefighter Nick Young received a Life Saving Award for action taken during an apartment fire on May 20, 2021, resulting in the locating and rescue of an 8-year-old child under hazardous fire conditions.
Proclamation
Mayor Freeman read and presented to Alderman Rico, a Proclamation proclaiming June 2021 as “PRIDE MONTH”. Alderman Rico thanked Mayor Freeman and the City Council for the Proclamation.

ORDINANCES – 2nd Reading
ORDINANCE 21-06: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE FIRST AMENDMENT TO AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF MOLINE FOR SEWER SERVICE.
A motion was made by Alderman O’Brien, seconded by Alderman Toppert, to approve Ordinance 21-06 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-26: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE LIGHT POLE BANNERS FOR THE DOWNTOWN EAST MOLINE MAIN STREET.
A motion was made by Alderman O’Brien, seconded by Alderman Toppert, to approve Resolution 21-26 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-38: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF EAST MOLINE AND THE ILLINOIS FOP LABOR COUNCIL AND EAST MOLINE FOP LODGE #96 FROM JANUARY 1, 2021 THROUGH DECEMBER 31, 2023.
Mayor Freeman asked Administrator Maxeiner to provide the City Council with additional background information regarding Resolution 21-38.
A motion was made by Alderman O’Brien, seconded by Alderman Toppert, to approve Resolution 21-38 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Mulcahey and O’Brien. Opposed: Almblade Motion carried. 6 - 1
RESOLUTION 21-39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE QUAD CITIES CHAMBER SERVICE AGREEMENT.
A motion was made by Alderman Oakes, seconded by Alderman Toppert, to approve Resolution 21-39 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-40: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE CITY OF EAST MOLINE TO JOIN THE ILLINOIS WATER AND WASTEWATER AGENCIES RESPONSE NETWORK (ILWARN).
A motion was made by Alderman Rico, seconded by Alderman Almblade, to approve Resolution 21-40 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-41: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE CITY OF EAST MOLINE TO JOIN THE ILLINOIS PUBLIC WORKS MUTUAL AID NETWORK (IPWMAN).
A motion was made by Alderman Rico, seconded by Alderman Tapia, to approve Resolution 21-41 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-42: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE RADIO UPGRADE AT THE WATER TREATMENT PLANT.
A motion was made by Alderman Toppert, seconded by Alderman Almblade, to approve Resolution 21-42 with the correction showing Water Treatment Plant. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-43: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE IDOT TRAFFIC SIGNAL IGA.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-43 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
RESOLUTION 21-44: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM VALLEY CONSTRUCTION COMPANY, IN THE AMOUNT OF $762,338.25 FOR A CONTRACT AWARD OF THE 1st STREET CT./2nd STREET CT. UTILITY AND ROADWAY IMPROVEMENTS FOR THE CITY OF EAST MOLINE, ILLINOIS. AMEND TO ADD ALTERNATE $33,000.00.
A motion was made by Alderman Mulcahey, seconded by Alderman Oakes, to approve Resolution 21-44 as amended. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Almblade)
Alderman Almblade inquired about the stop signs at 7th Street and 15th Avenue when the lights were out. Chief Ramsey replied that the lights would be out for the weekend, Chief Ramsey felt that Stop signs would serve the best option.
Alderman Almblade had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief DeFrance, EMPD – Chief DeFrance Thanked the East Moline Police Department for their assistance at Fire calls.
RECESS SESSION:
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to recess the City Council meeting to go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 7:21 p.m.
RECONVENE SESSION:
