Council Meeting: The City Council meeting came to order at 6:50 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no Invocation.
Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Waldron, Schmidt, Williams, Macias, Timion, Moyer and O’Brien present. Absent: Alderman Wendt.

1. Council Bill/General Ordinance 3012-2021
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10, “PARKING PROHIBITED AT ANY TIME,” by including Forty-eighth Street, on the east side, from the northeast corner of Twelfth Avenue, north for a distance of 60 feet.

2. Council Bill/Resolution 1127-2021
A Resolution authorizing the Mayor and City Clerk to apply for a highway permit and execute the necessary documents in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, scheduled for Sunday, September 25, 2021.
3. Council Bill/Resolution 1128-2021
A Resolution authorizing the Mayor and City Clerk to apply for a State Highway Permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the MoTown Mile & 6K Road Race, sponsored by Children’s Therapy Center of the Quad Cities, scheduled for Saturday, August 14, 2021.

5. Council Bill/Resolution 1130-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Fischer Excavating, Inc., for Project #1354, 2021 Lead Water Service Replacement, for the amount of $144,124.
6. Council Bill/Resolution 1131-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a subscription agreement with Backflow Solutions Inc., for administration of the Water Division’s Cross Connection Control Program, for the amount of $6,000 for a period of one (1) year.
7. Council Bill/Resolution 1132-2021
A Resolution authorizing the cancelation of a Letter of Engagement with Strategia Consulting, LLC, for legislative lobbying services for the City of Moline.
Omnibus Vote: Alderman Schmidt, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Timion, Moyer and O’Brien; nays: none.

Resolutions
8. Council Bill/Resolution 1111-2021
A Resolution designating $250,000 from the General Fund for relief to Moline businesses impacted by the COVID-19 pandemic state of emergency and establishing the COVID-19 Micro Business Forgivable Loan Program.
Approved. Alderman Timion, seconded by Alderman Schmidt, moved to approve Council Bill 1111-2021. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Timion, Moyer and O’Brien; nays: none.
9. Council Bill/Resolution 1133-2021
A Resolution authorizing the Chief of Police to accept a sole source Inteconnex quote and additional electrical subcontracting quotes to purchase all equipment necessary for completion of Phase I of the City-wide Surveillance Camera System for a total project cost of approximately $214,147 and authorizing the Finance Director to allocate the appropriate contingency funds to complete Phase I of said project.

10. Council Bill/Resolution 1134-2021
A Resolutions authorizing the acceptance of the gift of pride flags and authorizing Public Works to install and display said flags on City light poles in support of the commemoration of the 52nd anniversary of the Stonewall Riots.
Approved. Alderman Schmidt, seconded by Alderman Timion, moved to approve Council Bill 1134-2021. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Timion, Moyer and O’Brien; nays: none.
Council, Staff and Citizen Comments:
Alderman Timion recognized the one-year anniversary of George Floyd’s death.
Aldermen Moyer and Waldron thanked Fire Department staff for offering participation in maintenance exercises on the Mississippi River, stating that the level of staff’s preparedness is a benefit to the community.
Marty Vanags, Interim City Administrator, stated that an educational campaign is planned to proactively address fireworks issues. Darren Gault, Chief of Police, indicated a large increase in fireworks use and QCOMM calls last year. It is difficult to task officers with response. Staff will bring ideas to Council.
Mayor Rayapati indicated that a ribbon cutting event of QC Transport will be held at 11:00 a.m., on May 25, 2021, at the Channel Cat launch site. Alderman Williams will plan to attend. Alderman Moyer will represent the City for the grand opening of a ICNA Relief USA – Muslims for Humanity food pantry. Margaret Kostopulos, Corporation Counsel, will present a training on Council’s roles and responsibilities on June 2, 2021, at 5:00 p.m., in the Committee-of-the-Whole room. An in-person listening post, for community input, will be held on June 9, 2021, in Prospect Park, at 6:00 p.m.. Mayor also shared that MetroLINK is seeking federal funding for 100 vehicle charging stations to be located throughout the Quad Cities area.
K.J. Whitley, Community Development Program Manager, explained that City staff was notified last Thursday that HUD had an error in their Fiscal Year 2021 formula calculations. As an entitlement grantee, this affects the City’s 2021 Annual Action Plan, passed by Council last Tuesday, May 18, 2021. Since receiving the original Fiscal Year (FY) 2021 allocations letter, the Office of Community Planning and Development (CPD) discovered an error in the formula calculations for the Community Development Block Grant (CDBG) program. The Fiscal Year 2021 allocation has been adjusted from $854,636 to $867,229. Staff, along with the HUD representative, believe that this does not constitute a “substantial amendment”. Staff wishes to update the Public and Council of the modification and include it in the official record/minutes.
Executive Session:
Alderman Williams, seconded by Alderman Waldron, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Timion, Moyer and O’Brien; nays: none.
City Council convened in Executive Session at 7:10 p.m.
Council reconvened in open session at 7:40 p.m.
