Committee-of-the-Whole, Council and Executive Session meeting minutes of September 14, 2021, and appointments made during Committee-of-the Whole on September 21, 2021.
Resolutions
1. Council Bill/Resolution 1189-2021
A Resolution approving the voluntary extension of paid leave benefits related to COVID-19 from October 1, 2021 through March 31, 2022, and approving the extension of benefits for Emergency Responders as modified and approved in Resolution 1045-2020, from October 1, 2021 through March 31, 2022.
2. Council Bill/Resolution 1190-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Griffin’s Floorcrafters, Inc., for replacement of Moline Police Department flooring for the amount of $91,080.
3. Council Bill/Resolution 1191-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Langman Construction, Inc., for Project No. 1365, 2021 Asphalt Maintenance, for the amount of $298,850.
4. Council Bill/Resolution 1192-2021
A Resolution authorizing the Mayor, City Clerk, and City staff to apply to the Illinois Department of Transportation (IDOT) for a Safe Routes to School grant, in the amount of $250,000, to construct a sidewalk, ramps and related improvements in the City of Moline; and authorizing the Mayor, City Clerk, and staff to do all things necessary to prepare and submit said grant application.
5. Council Bill/Resolution 1193-2021
A Resolution approving the 2022-2024 Strategic Plan.

6. Council Bill/General Ordinance 3025-2021
An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances increasing the number of Class CC licenses in the City, at the request of Trimble, Inc., d/b/a WaterMark Corners. Consideration is requested, so that a state license may be applied for.
7. Council Bill/General Ordinance 3026-2021
An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances to create an exception to the liquor license requirement for artistic or personal service establishments. Consideration is requested, so that the establishment may begin allowing BYOB.
