The Public Art and Placemaking Policy Presentation has been postponed until July 13, 2021. Presentation
TaxSlayer Center Funding Request. Scott Mullen, TaxSlayer Center General Manager, explained that the TaxSlayer Center has been shut down since the onset of the COVID-19 pandemic. Approximately $2 million in reserves was spent to improve and remediate the building during shut-down. Mullen presented a funding request that includes restart funding: TaxSlayer Center ($100,000); Quad City Steamwheelers ($217,000); Quad City Storm ($165,000); and supplemental funding for an outdoor multi-use restaurant venue on the Commons ($700,000). Doug Bland, Quad City Steamwheelers Owner and General Manager, and Brian Rothenberger, Quad City Storm President, described the economic impact of the pandemic on game revenue, as well as the potential economic impact of strong sports programming and the role it plays in attracting young professionals to the community. Discussion had. The outdoor venue will be similar in area to Bass Street Landing.
Agenda Items
1. A Resolution rescinding the declaration of a local state of emergency in response to the COVID-19 Pandemic (Resolution 1066-2020). Former Mayor Acri executed an emergency order at the beginning of the COVID-19 pandemic, providing for relief of certain obligations, such as late payment penalties, as well as requiring health and safety measures to control the spread of the COVID-19 virus. The City Council subsequently adopted by Resolution the exercise of emergency powers related to the pandemic. With control of the spread of the COVID-19 virus, and the reopening of the State of Illinois by Governor J. B. Pritzker, it is appropriate at this time to repeal the local emergency measures authorized by Resolution 1066-2020. A motion was made by Alderman Wendt to approve. Seconded by Alderman Schmidt. There was discussion. Margaret Kostopulos, Corporation Counsel, indicated that rescinding the declaration will not interfere with expanded sidewalk dining. Motion passed unanimously.
2. A Resolution authorizing the Mayor and City Clerk to execute three surrounding property owners consent forms granting the City’s consent for a Class B liquor license to be issued for 1209 4th Avenue, Suite 2, Moline, Illinois. 3Bros Hospitality, LLC, doing business as Pour Bros Craft Taproom, wishes to apply for a Class B liquor license for a tavern to be located at 1209 4th Avenue, Suite 2, Moline. Pursuant to Section 4- 3202(a) of the Moline Code of Ordinances, no liquor license of any class, except a special event license, shall be issued unless consents from a majority of the surrounding property owners are obtained. This surrounding area includes property owners within a 150-foot radius from the center of the front of the premises, and, if the property abuts a residentially zoned parcel or parcels, the consent of the majority of the residential property owners within a 500-foot radius from the building for which the license is sought. The total number of surrounding properties is 5; the number of consents required is 3. The City owns three surrounding properties as shown on the attached map; they are parcel number 085552, 085432 and 085430-2. There was discussion. A motion was made by Alderman Wendt to approve. Seconded by Alderman Timion. Motion passed unanimously.
3. Other. Mayor Rayapati explained that when the City purchased flag poles and brackets last month, it was her hope that we would procure American flags to display on those. Aldermen Schmidt and Wendt abstained from discussion as members of the Optimist Club. Geoff Manis, Moline Centre Main Street Manager, expressed his appreciation that the City accepted a donation of Pride flags and displayed them along River Drive during the month of June. The City’s installation of poles and brackets led Manis to engage in discussion with the Moline Breakfast Optimist Club (“Optimist Club”) to provide United States Flags, beginning in the spring, via a Memorandum of Understanding (MOU). Manis recommended that the City partner with the Optimist Club to find a mutually beneficial agreement, not to exceed $2,000, for the procurement and maintenance of American flags. Alderman Macias, seconded by Alderman O’Brien, moved to approve the recommendation. Discussion had. Mayor Rayapati discussed that the flags might be leased for a period of one year. Margaret Kostopulos, Corporation Counsel, suggested that purchase or donation of the flags might be beneficial. Alderman Macias, seconded by Alderman O’Brien, moved to amend the original motion to include the purchase, not to exceed $2,000, or donation, and maintenance of the flags by the Optimist Club, with installation by City Staff only (unless an insurance waiver is executed to allow Optimist Club assistance), by July 4, 2021. Manis explained that the Optimist Club makes the flags by hand, with the proceeds supporting area youth initiatives. Staff will work with the Optimist Club and, if needed, an MOU may be ratified at the July 13, 2021, City Council meeting. Motion carried on role call with the following vote: ayes: Aldermen Macias, Timion, Moyer, O’Brien, Waldron and Williams; nays: none; abstentions: Aldermen Wendt and Schmidt.
