Council Meeting: The City Council meeting came to order at 6:33 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no Invocation.

3. Council Bill/Resolution 1137-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Brandt Construction Co., for Motor Fuel Tax (MFT) Section 21-00000-01-GM, 2021 Seal Coat Program, for the amount of $76,525, and authorizing City Staff to negotiate Change Order #1, to add locations and to increase the contract sum to an amount not to exceed $100,000.

4. Council Bill/Resolution 1138-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Brandt Construction Co., for Project #1358, 2021 City Parking Lot Maintenance, for the amount of $277,641.60, and authorizing City Staff to negotiate Change Order #1, to add locations and to increase the contract sum to an amount not to exceed $350,000.

5. Council Bill/Resolution 1139-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to a First Amendment to Intergovernmental Agreement pursuant to an Intergovernmental Agreement with the City of East Moline, Illinois, dated November 1, 2016, to provide sanitary sewer service for the City of Moline property located at 5320 22nd Avenue, Moline, Illinois.

6. Council Bill/Resolution 1140-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement to accept funding and to do all things necessary to execute all assurances and certifications to the Illinois Housing Development Authority for the Abandoned Residential Property Municipal Relief Program Round 5 in the amount of $45,000; and authorizing the Community and Economic Development Department to begin work upon the execution of the Agreement between the City and the Illinois Housing Development Authority to accept funding for the Abandoned Residential Property Municipal Relief Program Round 5 in the amount of $45,000, and to do all things necessary to implement said program requirements.

A Resolution accepting the Comprehensive Annual Financial Report prepared by Baker Tilly Virchow Krause, LLP, for the Fiscal Year of January 1, 2020, through December 31, 2020, for all municipal funds.

First Reading Ordinances
8. Council Bill/General Ordinance 3013-2021
An Ordinance amending Chapter 26, “POLICE,” of the Moline Code of Ordinances, Sections 2101-2319, to reflect the creation of the position of Deputy Chief.
Miscellaneous Business/Council, Staff and Citizen Comments:
Referencing Council’s approval to provide sanitary sewer service to Two Rivers YMCA driving range, Alderman Wendt, seconded by Alderman Waldron, moved that, due to its non-profit status, Two Rivers YMCA shall be forgiven permitting fees for this expansion project up to $2,700. Two Rivers YMCA is not within a TIF district. Motion passed on roll call with the following vote: ayes: Aldermen Schmidt, Williams, Macias, Wendt, Timion, Moyer, O’Brien and Waldron; nays: none.
Alderman Wendt moved to direct staff to develop a policy (for forgiving fees) to provide consistency and incentivize growth within the City. Seconded by Alderman Schmidt. Motion passed on roll call with the following vote: ayes: Aldermen Schmidt, Williams, Macias, Wendt, Timion, Moyer, O’Brien and Waldron; nays: none.
Alderman Timion indicated that he represented the City this week as city officials, chiefs of police and school superintendents renewed a 2017 covenant with the Village of a Thousand Elders to reduce racial bias and increase respect between citizens and police. Timion expressed gratitude to Chief Gault, Superintendent Savage and community partners for their proactive efforts.
Alderman Schmidt shared that the community has expressed praise for the flying of the Pride flags on River Drive and the City’s efforts to be a welcoming and inclusive community.
Mayor Rayapati explained that we must look for ways to make the City distinctive in its values and functions. She explained that she continues to tour facilities to gain a ground-level view of the City’s operations and believes that we must continue to think outside of the box in recruiting to fields that people may never have considered. Through the Bi-State Regional partnership, municipal leaders are brainstorming collaborative projects for use of American Recovery Program funds. The governor issued an executive order to extend and allow to-go cocktails until January 1, 2024. Mayor requested Council’s feedback on this issue.
Executive Session:
Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1), and Property Acquisition-5 ILCS 120/2(C)(5). Motion carried on roll call with the following vote: ayes: Aldermen Schmidt, Williams, Macias, Wendt, Timion, Moyer, O’Brien and Waldron; nays: none.
City Council convened in Executive Session at 6:58 p.m.
Council reconvened in open session at 7:21 p.m.
