City of Moline City Council met June 15.

Here are the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:47 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Williams gave an Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and Executive Session minutes of June 8, 2021, and appointment made at Committee-of-the-Whole on June 15, 2021.

Second Reading Ordinances

1. Council Bill/General Ordinance 3013-2021

An Ordinance amending Chapter 26, “POLICE,” of the Moline Code of Ordinances, Sections 2101-2319, to reflect the creation of the position of Deputy Chief.

2. Council Bill/General Ordinance 3015-2021

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10, “PARKING PROHIBITED AT ANY TIME,” by including Tenth Avenue, on the north side, between Fortieth Street and Forty-First Street.

Resolutions

3. Council Bill/Resolution 1142-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Walter D. Laud, Inc., for Motor Fuel Tax (MFT) Section 21-00280-00-RP, 11th Avenue C, 52nd Street Court to 54th Street, for the amount of $195,445.96.

4. Council Bill/Resolution 1143-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Emery Construction Group Inc., for Project #1358, 2021 City Parking Lot Maintenance, for the amount of $294,959.45, and authorizing City Staff to negotiate Change Order #1, to add locations and to increase the contract sum to an amount not to exceed $350,000.00.

Omnibus Vote: Alderman Waldron, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

Resolutions

5. Council Bill/Resolution 1144-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Memorandum of Understanding between the City of Moline and the Board of Education of Moline School District No. 40, setting forth the terms for submitting a joint application for funding and submission of the subsequent 2021 COPS Office School

Violence Prevention Program (SVPP) grant application in the amount of $111,744.

Approved. Alderman Wendt, seconded by Alderman Timion, moved to approve Council Bill 1144-2021. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

First Reading Ordinances

6. Council Bill/General Ordinance 3014-2021

An Ordinance amending Chapter 24, “PERSONNEL,” of the Moline Code of Ordinances, Section 24-3207, Appendix 1, by adding a job description for Communications Coordinator.

Motion for Consideration. Alderman Wendt, seconded by Alderman Schmidt, moved to consider Council Bill 3014-2021. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

Adopted. Alderman O’Brien, seconded by Alderman Wendt, moved to adopt Council Bill 3014-2021. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

Council, Staff and Citizen Comments:

Council members welcomed City Administrator Bob Vitas.

Alderman Macias invited everyone to attend Mercado on Fifth on Friday, June 18th, featuring a wrestling match between Corn Boy and Latin Thunder.

Alderman Wendt moved to directed staff to return in 6 weeks with alternatives for pension obligation bonds. Seconded by Alderman Moyer. Motion passed unanimously.

Alderman Wendt, seconded by Alderman Moyer, moved to direct staff to bring a 2-year strategy for advancement of TIF payback for Council’s consideration in 3 months. Motion passed unanimously.

Alderman Timion questioned why the Moline Code of Ordinances prohibits the sale of alcoholic liquor before 10:00 a.m. on Sundays. Margaret Kostopulos, Corporation Counsel, will investigate to see if the State of Illinois will allow an amendment to this rule.

Alderman Waldron reported that Rock Island County Waste Management Agency will discontinue drop-off recycling in 90 days. Moline and Rock Island County voted to retain the service, but were defeated.

Alderman Waldron expressed concern at a lack of progress in the City’s street projects.

Mayor Rayapati shared that community interest was garnered through recent listening posts regarding strategic planning and quality of place and infrastructure rose to the top. Surveys are getting good response. Mayor Rayapati encouraged Aldermen to distribute surveys at public events.

Alderman O’Brien will hold a Ward 6 community meeting tomorrow, June 16th, at Franklin School, at 6:00 p.m.

Mayor acknowledged the retirements of Lieutenant Hutton and Officer Sargeant.

City Administrator Bob Vitas thanked the City Council for their confidence to appoint him to the position, stating that he has been impressed by the City’s staff.

Mayor Rayapati thanked Interim City Administrator Marty Vanags for his work and generous spirit.

Terry Brandt, owner of Brandt Construction, questioned why the company’s bids for infrastructure programs were not accepted. Margaret Kostopulos, Corporation Counsel, explained the process.

Executive Session:

Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Property Acquisition-5 ILCS 120/2(C)(5). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

City Council convened in Executive Session at 7:24 p.m.

Council reconvened in open session at 7:38 p.m.

On motion of Alderman Waldron, seconded by Alderman Schmidt, Council adjourned at 7:38 p.m.
