City of Moline City Council met June 22.

Here are the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:01 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and Executive Session minutes of June 15, 2021, and appointments made at Committee-of-the-Whole on June 22, 2021.

Resolutions

2. Council Bill/Resolution 1146-2021

A Resolution authorizing the Fleet and Facilities Manager to purchase an Altec Model AT48M Articulating Telescopic Aerial Device with a fiberglass upper boom and fiberglass insulator in the articulating arm from Altec Industries, Inc., for the amount of $167,823.

3. Council Bill/Resolution 1147-2021

A Resolution authorizing the Fleet and Facilities Manager to purchase a Pro-Patch model HL 425-80 DHER from H.D. Industries, Inc., for the amount of $82,819.

4. Council Bill/Resolution 1148-2021

A Resolution authorizing the approval of a quote from Davenport Electric Contract Company (DECCO) for materials and installation of traffic signal modifications at 23rd Street and River Drive, for the amount of $23,776.

5. Council Bill/Resolution 1149-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Licensing and Concession Agreement between the City of Moline and Lil Stevie’s Taste of Somethin, LLC, to sell food and beverages from a mobile food unit at the northeast parking lot of Stephens Park from July 17, 2021, through July 16, 2023, as weather permits, at the City’s sole discretion; and authorizing City staff to do any and all things necessary to fulfill the terms of the License and Concession Agreement.

6. Council Bill/Resolution 1150-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Insituform Technologies USA, LLC, for Project #1356, 2021 Sewer Lining Program, for the amount of $299,292.80.

Omnibus Vote: Alderman Wendt, seconded by Alderman Timion, moved to approve and adopt, by omnibus vote, items 2-6. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

Items Not on Consent:

Resolutions

1. Council Bill/Resolution 1145-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to a Business & Economic Growth Partnership Agreement between the City of Moline, Illinois, and the Quad Cities Chamber to enable more collaboration and efficient relationships that facilitate business growth and investment in our City.

Approved. Alderman Wendt, seconded by Alderman Timion, moved to approve Council Bill 1145-2021. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none; abstention: Alderman Macias.

First Reading Ordinances

7. Council Bill/Special Ordinance 4005-2021

A Special Ordinance authorizing the Mayor and City Clerk to execute and attest to an Economic Incentive and Tax Increment Allocation Financing Redevelopment Agreement between the City of Moline and NexGen Development Corp., and to execute any necessary agreements referenced therein, and authorizing all appropriate City officers and staff to do any and all things necessary to complete each of the City’s responsibilities pursuant to said Agreement.

Consideration. Alderman Wendt, seconded by Alderman Moyer, moved to consider Council Bill 4005-2021. There was discussion. Justin Smith, with NexGen Development, addressed the Council to provide additional information on the project’s façade budget. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

Approved. Alderman Wendt, seconded by Alderman Williams, moved to approve Council Bill 4005-2021. Motion carried on roll call with the following vote: ayes: Aldermen Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.

Council, Staff and Citizen Comments:

Alderman Timion read a prepared statement in which he noted that there have been 4 local bicyclists killed in the past few weeks. Alderman Timion explained that he was also struck by a vehicle while riding. He stated that such accidents often go unreported and thus are not included in statistics, and motorists are not held accountable. Alderman Timion suggested that alternative modes of transportation must be included in the City’s infrastructure plan. Timion indicated that the City’s Bikeways Plan has not been implemented, because there is not staff to support it. He urged the Council to make the City livable: drivable, walkable, bikeable.

Alderman Wendt echoed Alderman Timions comments and encouraged the hire of staff that will support implementation of the Bikeways Plan.

Chief of Police Darren Gault and Fire Chief Jeff Snyder indicated that there have not been many fireworks calls/complaints so far this month.

Mayor Rayapati shared that the I-74 bridge project is on track for completion by the end of the year and that last night’s listening post was well-attended. The City has not yet received its first disbursement of American Rescue Plan funds. A regional conversation to prioritize the use of these funds is planned, and Mayor Rayapati will compile that information and share it with the Council.

Executive Session:

Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt; nays: none.

City Council convened in Executive Session at 7:24 p.m.

Council reconvened in open session at 7:58 p.m.

On motion of Alderman Wendt, seconded by Alderman Moyer, the City Council adjourned at 7:58 p.m.
