City of East Moline City Council met July 19..

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Rhea Oakes, Maria Tapia, and Jose Rico. Absent: Jayne O’Brien
PUBLIC HEARING – CDBG Infrastructure Grant
PUBLIC COMMENT:
Gregg Johnson – 217 32nd Avenue, East Moline - Mr. Johnson informed the City Council that he would like to take this opportunity to thank the East Moline Police Department for taking care of his issue and he has not had any other issues from that individual. He expressed his concern regarding Fireworks going off all hours of the day and night. He feels Fireworks are out of control.

Bob Verbeke – 1119 48th Avenue, East Moline
The following residents who reside in Woodfield Condo’s expressed their concerns regarding the behavior of residents in Crown Forest Apartments. Some of their concerns include Fireworks all hours of day and night, noise, parking issues, trespassing, and not feeling safe.

ORDINANCE 21-08: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE BUDGET AMENDMENT FOR THE ADDITION OF A MAINTENANCE SERVICES WORKER.
ORDINANCE 21-09: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 8 “PUBLIC WAYS AND PROPERTY”, CHAPTER 8 “WATER AND SEWER”, SECTION 8-8-27 “NOTICE OF DELINQUENCY” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

ORDINANCE 21-07: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 6 “POLICE REGULATIONS” AND TITLE 9 “TRAFFIC” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

RESOLUTIONS
RESOLUTION 21-52: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE LANDFILL ENVIRONMENTAL SERVICES CONTRACT WITH ANDREWS ENGINEERING.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-52 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
RESOLUTION 21-53: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE PURCHASE OF AXON BODY CAMERAS FOR THE EAST MOLINE POLICE DEPARTMENT.
A motion was made by Alderman Almblade, seconded by Alderman Oakes, to approve Resolution 21-53 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
RESOLUTION 21-54: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE ENGINEERING SERVICES AGREEMENT WITH VEENSTRA & KIMM, INC. FOR THE BASIN 3 CAPITAL IMPROVEMENT PROJECT.
A motion was made by Alderman Tapia, seconded by Alderman Oakes, to approve Resolution 21-54 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
RESOLUTION 21-55: FAIR HOUSING RESOLUTION.
A motion was made by Alderman Rico, seconded by Alderman Oakes, to approve Resolution 21-55 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
RESOLUTION 21-56: A RESOLUTION OF THE CITY OF EAST MOLINE, ILLLINOIS AUTHORIZING SUPPORT AND COMMITMENT OF LOCAL FUNDS.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-56 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
RESOLUTION 21-57: THE CITY OF EAST MOLINE’S SUPPORT FOR AND ENDORSEMENT OF THE QUAD CITIES CHAMBER APPLICATION TO THE U.S. SMALL BUSINESS ADMINISTRATION (SBA) FOR THE COMMUNITY NAVIGATOR PILOT PROGRAM.
A motion was made by Alderman Almblade, seconded by Alderman Oakes, to approve Resolution 21-57 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey and Oakes. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)
Alderman Mulcahey had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the East Moline Fire Department is accepting Fire Fighter applications until November 30, 2021. Applications are available online.
Alderman Toppert asked Mayor Freeman if the program was still available to Businesses during CODVID 19. City Administrator Doug Maxeiner informed Alderman Toppert that the program is still available and is on the Cities Web site under, “Forward”. This is a free online portal that connects local businesses in East Moline to a comprehensive list of resources – grants, loans, credits, offers, and incentives. This was brought to you by REDEEM – Revitalize and Develop East Moline.
Alderman Almblade informed Mayor Freeman that he had heard Fireworks at 11:40 p.m. at night it sounded like it came from 7 ½ Street along 36th – 38th Avenue. Alderman Almblade noted that he would like to make sure there is a policy in place. Mayor Freeman stated that there is a policy in place because it is the law. There are a no Fireworks allowed in the City of East Moline unless there is a permit issued by the Fire Department.
