Presentations
ARPA Funding Presentation. Adam Simon, Corporation Counsel, explained use of funding through the American Rescue Plan Act (ARPA). The total amount allocated to the City of Moline is $20,783,977, to be disbursed in two installments. Simon explained both prohibited and eligible uses of said funds, as well as compliance and reporting/recordkeeping requirements. There was discussion. Simon indicated that as long as an expenditure qualifies within one of the 5 categories of eligible costs, beginning March 3, 2021, it is allowable.
Carol Barnes, Finance Director, asked the Council to consider using a portion of the ARPA funding allocation to backfill revenue shortfalls to balance operating budgets. Should large or specific projects be identified for ARPA funding, a consultant may be needed to assist in qualifying. Staff will provide a list of qualifying expenditures incurred during the eligible period. Assistance to residents and businesses within the low-moderate census tract are more easily qualified. The burden of proof for direct assistance outside of that census tract is greater.
Draft Strategic Plan Presentation. Marty Vanags presented the attached first draft of the strategic plan. Discussion had. Bob Vitas, City Administrator, indicated that strategies may be integrated as part of the budgetary process, and in that way, are measurable and trackable. Council will discuss this in greater detail prior to budget work sessions to identify priorities and develop an action plan.
Agenda Items
1. Parking Prohibited – 60th St/Coal Town Rd. Staff recommends amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by deleting 60th Street, on both sides, from Coal Town Road, at a distance of 675 feet north and adding in lieu thereof 60th Street, on the east side, from Coal Town Road, at a distance of 675 feet north and by adding 60th Street, on the west side, from Coal Town Road north to the East Moline border. The Traffic Committee reviewed this change in order to install on the road bicycle lanes as recommended by the City’s Complete Streets Committee at the Traffic Engineering Committee meeting on July 8, 2021. A motion was made by Alderman Waldron to approve. Seconded by Alderman O’Brien. Discussion had. Motion passed unanimously.
2. Street Light Request – 9th Ave/37th St & 15th Ave/43rd St. City staff received a request to install a street light at 9th Avenue and 37th Street due to safety concerns after dark. Existing street lights are located approximately 378’ away on 37th Street. Staff also received a request to install a street light at the 1500 block of 43rd Street. Currently, there is a private light that is no longer in service, and residents in the area would like a light due to safety concerns after dark. Investigation revealed that the lights are justified and meet the guidelines of the Residential Street Light Policy. Staff recommends that lights be installed on existing MidAmerican poles as indicated on the maps provided. A motion was made by Alderman Schmidt to approve. Seconded by Alderman Wendt. Motion passed unanimously.
