City of East Moline City Council met Aug. 2.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed Deputy City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Nancy Mulcahey and Jose Rico.

CONSENT AGENDA:
Deputy City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

ORDINANCES – 1st Reading
ORDINANCE 21-10: AN ORDINANCE OF THE CITY OF EAST MOLINE CREATING TITLE 6 “POLICE REGULATIONS”, CHAPTER 1 “POLICE DEPARTMENT”, SECTION 6-1-20 “UNREASONABLE NOISE” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
ORDINANCES – 2nd Reading
ORDINANCE 21-08: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE BUDGET AMENDMENT FOR THE ADDITION OF A MAINTENANCE SERVICES WORKER.
A motion was made by Alderman Oakes, seconded by Alderman Tapia, to approve Ordinance 21-08 as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.
ORDINANCE 21-09: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 8 “PUBLIC WAYS AND PROPERTY”, CHAPTER 8 “WATER AND SEWER”, SECTION 8-8-27 “NOTICE OF DELINQUENCY” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Ordinance 21-09 as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.
RESOLUTIONS
RESOLUTION 21-58: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE USE OF THE SOME OF THE CDBG FUNDS FOR UTILITY BILL ASSISTANCE, SIDEWALK IMPROVEMENTS AND FURNACE REPLACEMENT.
A motion was made by Alderman Oakes, seconded by Alderman Toppert, to approve Resolution 21-58 as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.
RESOLUTION 21-59: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF A REPLACEMENT FIREFIGHTER FOR THE CITY OF EAST MOLINE FIRE DEPARTMENT.
A motion was made by Alderman O’Brien, seconded by Alderman Oakes, to approve Resolution 21-59 as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Oakes)
Alderman Oakes requested an updated on the Pickleball Courts. Mr. Kammler informed the City Council that Sampson Fence tentative date of completion is the week of August 16, 2021.
Alderman Oakes had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that they are putting up Street Structures at Runner’s Park.
Mayor Freeman informed the City Council that Sunday, August 1, 2021, Music in the Park located at Runner’s Park had their largest crowd ever.
Annaka Whiting, Finance Director – Ms. Whiting informed the City Council of the following:
• Community Development Block Grant (CDBG) Public Infrastructure Grant was submitted on Friday, July 30, 2021. Ms. Whiting stated that the City will not get a response until Spring 2022.
• Ms. Whiting sent out an email regarding the Joint Review Board Meeting for the Annual Tax Increment Finance (TIF) report. The meeting will be held in City Council Chambers on August 17, 2021 at 10:00 a.m., City Council Members are welcome to attend. The meeting will provide a summary of the TIF’s and where they were at the end of 2020.
• The City has received notification stating that we should have half payment within the next 30 days from the American Rescue Plan Act (ARPA) funding. The original amount we were to receive was $2.55 million, we have been informed that the amount has been increased to $2.8 million. This item will be brought back to City Council to determine how the City will use the funding.
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that they will be having Night Out Against Crime on August 3, 2021 at Riverside Park from 5:00 p.m. – 7:00 p.m. The East Moline Police Department has partnered with the Moline Police Department for the past two years, next year the City of East Moline will be hosting the event.
Mr. Kammler, Director of Engineering – Mr. Kammler provided an update on the Seal Coating. We have not received commitment from Valley Construction and have not received the executed contracts back from the State of Illinois, regarding 1st Street Court and 2nd Street Court. One of the projects for concrete patching will start within the next two weeks.
Parker Prochaska, WWTP – Mr. Prochaska informed the City Council that there are having problems with a few pumps.
Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the East Moline Fire Department is accepting Fire Fighter applications until November 30, 2021. Applications are available online. Agility testing will be held on Saturday, August 7, 2021, starting at 8:30 a.m. at the Quad City Expo Center in Rock Island.
