City of East Moline City Council met Aug. 16.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, Maria Tapia and Jose Rico.

CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of August 2, 2021.
b. Approval of the Committee-of-the-Whole Minutes of August 2, 2021.
c. Approval of Salaries of August 6, 2021 in the amount of $420,066.12.
d. Approval of Bills in the amount of $546,132.20.

ORDINANCES – 1st Reading
ORDINANCE 21-11: AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE) IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $49,000,000 FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE UNFUNDED LIABILITY OF THE CITY’S POLICE AND FIREFIGHTERS’ PENSION FUNDS, PROVIDING FOR A BUDGET STABILIZATION FUND WITH RESPECT THERETO, AND PAYING THE EXPENSES INCIDENT THERETO. - Consideration Requested

ORDINANCE 21-10: AN ORDINANCE OF THE CITY OF EAST MOLINE CREATING TITLE 6 “POLICE REGULATIONS”, CHAPTER 1 “POLICE DEPARTMENT”, SECTION 6-1-20 “UNREASONABLE NOISE” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderman Rico, seconded by Alderman Oakes, to approve Ordinance 21-10 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
RESOLUTIONS
RESOLUTION 21-60: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE POOL FACILITY ASSESSMENT FOR A COST OF $6,250.00.
A motion was made by Alderman O’Brien, seconded by Alderman Tapia, to approve Resolution 21-60 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
RESOLUTION 21-61: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE PURCHASE OF NEW STARTING BLOCKS AT THE EAST MOLINE MUNICIPAL POOL.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 21-61 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
RESOLUTION 21-62: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CITY OF EAST MOLINE PLAN COMMISSION RESOLUTION PC-2021-03.
A motion was made by Alderman Rico, seconded by Alderman Toppert, to approve Resolution 21-62 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
RESOLUTION 21-63: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE SEWER EASEMENT LAND ACQUISITION IN THE AMOUNT OF $4,750.00.
A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-63 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
RESOLUTION 21-64: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AND ATTEST TO A LEGAL SERVICES AGREEMENT WITH THE DRISCOLL LAW FIRM, ET AL, FOR CLAIMS ASSOCIATED WITH “PFAS” CONTAMINATION.
A motion was made by Alderman Rico, seconded by Alderman O’Brien, to approve Resolution 21-64 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia, Rico and Toppert. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Oakes)
Alderman Oakes requested an update on Mitchell’s Mobile Home Park regarding removing Mobile Homes or selling the property. City Administrator Maxeiner stated that they have not had any discussions since the last City Council Meeting on August 2, 2021. Mayor Freeman stated that is the goal. Mayor Freeman stated he has spoken to a couple of people that might be interested in purchasing the land. Mayor Freeman stated that he has not put the interested parties in touch with the owner of Mitchell Mobile Home Park.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that he has been provided the preliminary numbers from the census.
• East Moline gained 72 people up 0.3% increase in 21,374 preliminary population.
• Rock Island County lost 2,874 people that is 1.9% reduction population.
• Moline lost 1,000 people which is 2.3%
• Rock Island lost 2,000 people which is 4.9%.
• Silvis increased 500 people up 7% increased to 8,003 preliminary population.
Senate passed the infrastructure bill that includes $4.9 million dollars for the downtown streetscape masterplan. Improvements from 7th Street to 10th Street. Includes the street scape improvements. Working on a pedestrian walkway that connects 3rd Street with over by the Rust Belt and Bend. The goal is trying to facilitate pedestrian and bicycle traffic between the Bend and Downtown area with the Rust Belt in the middle. The Bill still needs to pass the House of Representatives.
Annaka Whiting, Finance Director – Ms. Whiting informed the City Council that the Finance office is looking at rolling out the utility assistance program next Monday would like it to coincide with issuance of our red tag letters we are working on now. That there is support for those in jeopardy of those getting shut off. They have the opportunity to apply. Ms. Whiting stated she will keep the City Council informed about how many people they will be able to assist.
Mr. Kammler, Director of Engineering – Mr. Kammler provided an update on the Mitchell Park Pickleball Courts. Samson Fence is scheduled to be up on the site this Thursday, August 19, 2021. The Matts and coating are scheduled to follow August 27, 2021.
1st Street Court and 2nd Street Court water main project is scheduled to start today or tomorrow. Will be pushed back one week.
Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the East Moline Fire Department was having connection issues and was not able to provide a Friday report. The Fire Department did hire Connor Benson. Chief DeFrance appreciated that the City Council allowed him to hire Mr. Benson. Mr. Benson already had been to the Fire Academy and has his paramedic license which saved the City over $10,000.00 in training fees. The Fire Department is operating at reduced staffing which was part of the budget plan.
Alderman Toppert thanked Todd Stickler for some work he did this past week Wednesday, Thursday, and Friday on 18th Avenue. There was a tree that went down by the IH Mississippi Valley Credit Union. The issue they ran into was who owned the wires.
