ROLL CALL

Mayor Freeman called the meeting to order and directed Acting City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Nancy Mulcahey and Jose Rico. 7:04 p.m.

ADDITIONS/CORRECTIONS TO AGENDA

None.

EM MUNICIPAL POOL FACILITY ASSESSMENT (Mr. Mike Firth – Aquatic Manager)

See Attached memorandum from Mike Firth.

RECOMMENDATION:

Staff recommends authorization of the Pool Facility Assessment for a cost of $6,250.00.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien to to concur with the recommendation as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.

STARTING BLOCK – EM MUNICIPAL POOL (Mr. Mike Firth – Aquatic Manager)

The starting blocks at the East Moline Swim Pool are starting to become rusted and not safe to use. These blocks have been at the pool for over 20 years and their functionality is not up to date. The anchor pointsfor the blocks are becoming loose and the grip on the top is not performing well. In the past 5-10 years, new designs for starting blocks have come out that are much more effective and safer to use.

The 6 starting blocksto purchase from Kiefer Aquatics cost $23,500.00. The UTHS Booster club has agreed to pay for $13,500.00 of the blocks, leaving the remaining $10,000.00 for the pool to cover. This $10,000.00 isin the 2021 pool budget as this has been in the plans for a while now and is finally coming to fruition. Records were found to show that over $3,000.00 was fund-raised by the swim club in 2019/20 to help with the purchase of the blocks. The booster club will initially pay the full amount for the blocks, with the agreement that the city pays back the $10,000.00 to the booster club. The hope is to have the blocks installed before the fall club swim meet season begins in October/November.

RECOMMENDATION:

Approve the purchase and reimbursement to the UTHS Booster Club.

A motion was made by Alderman O’Brien seconded by Alderman Oakes to concur with the recommendation as presented. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried.

A motion was made by Alderman O’Brien, seconded by Alderman Oakes to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Toppert, Almblade, O’Brien, Oakes and Tapia. Motion carried. 6:57 p.m.
