City of East Moline City Council met Sept. 7.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, Maria Tapia and Jose Rico.
PUBLIC HEARING – Regarding the intent of the City of East Moline to issue Pension Obligation Bonds in an amount not to exceed $49,000,000 to fund the unfunded liability of the Police and Firefighter Pension Plans, providing for a Budget Stabilization Fund, and paying expenses related to the issuance of Bonds.

CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of August 16, 2021.
b. Approval of the Committee-of-the-Whole Minutes of August 16, 2021.
c. Approval of Salaries of September 3, 2021 in the amount of $392,937.16.
d. Approval of Bills in the amount of $653,831.09.
A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia, Rico and Almblade. Abstained: Toppert. Motion carried.

RESOLUTIONS
RESOLUTION 21-65: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE REPLACEMENT POLICE OFFICER FOR THE CITY OF EAST MOLINE POLICE DEPARTMENT.
A motion was made by Alderman Oakes, seconded by Alderman O’Brien, to approve Resolution 21-65 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico and Toppert. Opposed: Mulcahey and Almblade. Motion carried. 5-2
RESOLUTION 21-66: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, ACCEPTING THE ACTUARIAL VALUATION REPORTS SUBMITTED BY LAUTERBACH & AMEN, LLP FOR THE CITY OF EAST MOLINE POLICE AND FIREFIGHTERS’ PENSION FUNDS.
A motion was made by Alderman O’Brien, seconded by Alderman Toppert, to approve Resolution 21-66 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia, Rico, Toppert and Almblade. Motion carried.
RESOLUTION 21-67: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF A REPLACEMENT FIREFIGHTER FOR THE CITY OF EAST MOLINE FIRE DEPARTMENT.
A motion was made by Alderman O’Brien, seconded by Alderman Tapia, to approve Resolution 21-67 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia, Rico, Toppert and Almblade. Motion carried.
RESOLUTION 21-68: RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-68 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia, Rico, Toppert and Almblade. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Tapia)
Alderman Tapia had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that Patty Roush Community Service officer/Animal Control Officer will be retiring on Friday, September 10, 2021with 32 years of service. A retirement reception will be held on Wednesday, September 8, 2021 at noon in the City Council Chambers.
Two new Police Officers will be sworn in on Friday, September 20, 2021 at 8:30 a.m. in the City Council Chambers.
Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that the Planning Commission will be meeting on Tuesday, September 14, 2021 at 6:00 p.m. to review PUD Plans for The Quarter/ Bagby Subdivision.

A motion was made by Alderman Almblade, seconded by Alderman Oakes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia, Rico, Toppert and Almblade. Motion carried. 6:57 p.m.
