Here are the minutes provided by the council:

PLEDGE:

Mayor Pro-Tem Jayne O’Brien led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Pro-Tem Jayne O’Brien called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, Maria Tapia and Jose Rico.

CITY CLERK’S REPORT

City Clerk Wanda Roberts-Bontz had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of September 7, 2021.

b. Approval of the Committee-of-the-Whole Minutes of September 7, 2021.

c. Approval of the Public Hearing Minutes of September 7, 2021.

d. Approval of Salaries of September 17, 2021 in the amount of $426,677.20.

e. Approval of Bills in the amount of $740,631.57.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve the Consent Agenda with the exception of payment to Walter Laud. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

REPORT BY MAYOR

Mayor Pro-Tem O’Brien read a Proclamation for 2021 National Suicide Prevention + Action Month. No one was in attendance to accept the Proclamation.

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

ORDINANCES – 1st Reading

ORDINANCE 21-12: AN ORDINANCE FOR THE ISSUE OF NOT TO EXCEED $49,000,000 TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2021, FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE UNFUNDED LIABILITY OF THE POLICE AND FIREFIGHTERS’ PENSION FUNDS OF THE CITY, INCLUDING PREPAYMENT OF SUCH LIABILITY, PROVIDING A BUDGET STABILIZATION FUND WITH RESPECT THERETO AND PAYING THE EXPENSES INCIDENT THERETO, THE PLEDGE OF CERTAIN REVENUES TO THE PAYMENT OF PRINCIPAL AND INTEREST ON THE BONDS, THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY SUCH PRINCIPAL AND INTEREST IF THE PLEDGED REVENUES ARE INSUFFICIENT TO MAKE SUCH PAYMENT, AND THE SALE OF THE BONDS TO ROBERT W. BAIRD & CO. INCORPORATED. – Consideration Requested

A motion was made by Alderman Mulcahey, seconded by Alderman Oakes, to waive the reading of Ordinance 21-12 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

ORDINANCES – 2nd Reading

RESOLUTIONS

RESOLUTION 21-69: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CAPITAL ASSET POLICY.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-69 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

RESOLUTION 21-70: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE OUTSTANDING CHECK WRITE-OFF POLICY.

A motion was made by Alderman Oakes, seconded by Alderman Almblade, to approve Resolution 21-70 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

RESOLUTION 21-71: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE GRANT POLICY.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 21-71 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

RESOLUTION 21-72: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE OF TWO REPLACEMENT VEHICLES FROM KUNES FORD, IN THE AMOUNT OF $70,810.76.

A motion was made by Alderman Oakes, seconded by Alderman Almblade, to approve Resolution 21-72 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

RESOLUTION 21-73: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE PENSION OBLIGATION BOND POLICY.

A motion was made by Alderman Mulcahey, seconded by Alderman Oakes, to approve Resolution 21-73 as presented. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Tapia)

Alderman Tapia had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that the Planning Commission had a meeting on Tuesday, September 14, 2021 at 6:00 p.m. to review PUD Plans for The Quarter/ Bagby Subdivision will be brought to the next City Council Meeting on October 4, 2021.

ADJOURNMENT:

A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to adjourn the City Council meeting. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 6:55 p.m.
