The Committee of the Whole of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT:

Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Robert Wachtel, and Council Paula Simosky

COUNCIL ABSENT: Council Keith Kennett

PUBLIC PRESENT: Director of Finance Jamie Matthews, City Admin JoAnn Hollenkamp, HR/Deputy Clerk Brandon Maeglin, Attorney Derke Price, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, and Building Inspector Rick Mills

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Chamber Director Sullivan commented regarding the downtown music agenda item. Sullivan stated that he spoke to a few Chamber businesses located on State, and some like the music, while others do not believe the music has any impact on overall sales. Sullivan stated he liked the music as a private citizen, but if the agenda item passes the city needs to look at volume control, music content, and location of speakers for our businesses.

6 CITY COUNCIL COMMENTS

Doug Crow wished Bob James a happy birthday.

Martin Rothschild had follow up questions for Sullivan regarding Chamber businesses.

7 CITY ADMINISTRATOR'S COMMENTS

Administrator Hollenkamp informed the Council that Executive Session minutes would be coming out by the end of this week for review and the review/release discussion will be on the 10/12 agenda. Hollenkamp also told a story about a local business that was trusting enough to allow her to come back and pay later with cash and how this wouldn't happen in other communities.

8 ADMINISTRATION

8.1. DISCUSSION OF OUTDOOR MUSIC DOWNTOWN.

Presentation by Rowold.

Brett Barnhart moved, seconded by Robert Wachtel, Motion to recommend to City Council to move forward with the replacement of the music downtown not to exceed $30,000.

RESULT: Carried

NAYS: Craig Arnold and Douglas Crow

8.2. DISCUSSION OF INTERGOVERNMENTAL LEASE AGREEMENT FOR STONEFIELD BETWEEN THE CITY AND THE GENESEO SCHOOL DISTRICT

Craig Arnold moved, seconded by Brett Barnhart, Motion to recommend to the City Council to approve the IGA and to charge $0 annually.

RESULT: Carried

8.3. PAYMENT OF BILLS

Craig Arnold moved, seconded by Brett Barnhart, Motion to approve the bills as submitted.

RESULT: Carried

8.4. FIRST REVIEW OF THE 2022 BUDGET.

Matthews & Hollenkamp presented the budget and Department Heads answered questions and provided feedback.

9 PUBLIC COMMENT - ALL OTHER ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Pastor Palm applauded the Council for having hard conversations tonight surrounding the budget. Palm also expressed that Geneseo has a need to grow and attract younger residents to our community, which starts with affordable housing options.

10 MOVE INTO EXECUTIVE SESSION+3

5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal council for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules of one or more classes of employees.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

10.1. MOVE INTO EXECUTIVE SESSION

Simosky left meeting at 6:57pm.

Executive Session per 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
