Rock Island County Governance, Health and Administration Committee met Nov. 8.

The Governance, Health and Administration Committee of the Rock Island County Board met on the above date and time in the County Board Chambers on the third floor of the County Office Building, 1504 Third Avenue, Rock Island, Illinois.
Call to order and roll call
Chairman J. Deppe called the meeting to order at 10:05 am.
Present: Chairman J. Deppe, J. Woods, D. Mielke, L. Boswell-Loftin, M. Moreno, D. Beck, K. Bogdonas, Chairman R. Brunk

Chairman J. Deppe made three calls for public comment with no response.

Reports to the Committee
April Palmer - reported her reports are in the Finance and Personnel Committee reports. Also she placed an updated graph for Hope Creek as well as a couple of new graphs.
Emily Swihart - Horticulture Educator with University of IL Extension, the introduced herself and shared information about the Master Gardeners upcoming program. She also share information about their biweekly newsletter.
Karen Kinney - reported that the vital reports are in the packet. October is the most popular month for marriages. She also shared the updated election calendar (not set in stone, until the state puts it on their website). Petitions – 01/13/2022, filing petitions 03/07/2022 through 03/14/2022, early voting 05/19/2022, primary election day 06/28/2022, and the general election 11/08/2022.
Tammy Weikert - wanted to clarify the law library resolution fund. There’s a change in the statute that changes that fee from $21.00 to $20.00. The fee can range from $2.00 to $21.00 now. It is set at $21.00 now, but in the year 2022 it has to be decreased to $20.00.
Tammy Muerhoff - updated on the COVID 19 vaccination clinic for children ages 5-11. They are working with the Health Department to offer clinics to the students to receive their vaccines. It is voluntary for the parents to request the vaccine for their student.
Jim Snider - reported the RFP for recordation of the court house is posted on the website. It has been sent to all of the vendors that the DNR has sent to us. The due date for responses is 12/03/2021. Motion to accept all reports as presented by K. Bogdonas. Seconded by M. Moreno.

Reapportionment: Review discuss and consider County Reapportionment Map
D. Meilke shared concern of dividing the small town of Reynolds. Per consultant Zach Koutsky they are looking into this. D. Meilke also brought up the concern of Coal Valley and that it would be desirable to keep it within one county board district also. D. Beck brought up her concern for rural farm representation. Chairman J. Deppe shared that the Farm Bureau feels that it is being fairly represented. D. Meilke wanted to go on public record that the reason they picked nineteen as a board, was because we wanted to protect the voices, minority voices and rural voices.
Motion to forward to the Committee of Whole for further discussion by D. Meilke. Seconded by D. Beck.

Review of pending/proposed state legislation & policy matters affecting Rock Island County None to report per D. Beck.
The Committee may enter into Closed Session for the following:
• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting

Committee member opportunity for brief comment (no decisions will be made)
L. Loftin voiced concern that they are being asked to make decisions on things that they were unaware of. Chairman R. Brunk asked her to clarify what her concern was. Chairman R. Brunk stated he would have to get back to her after he gathered the information of the dates, as to when the concerns she was speaking of were discussed. Chairman J. Deppe stated that he believed they were discussed in August.
