City of Moline City Council met Nov. 2.

Here are the minutes provided by the council:

The City Council meeting came to order at 9:07 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, O’Brien, Waldron and Schmidt present. Absent: None.

Items on Consent:

Approval of Minutes

Council meeting minutes of October 23, 2021, and Committee-of-the-Whole and Council meeting minutes of October 26, 2021

Second Reading Ordinances

1. Council Bill/General Ordinance 3030-2021

An Ordinance amending Chapter 27, “PURCHASING,” of the Moline Code of Ordinances, Section 27-4103, “Legal Requirements,” by adding procedural amendments to conform with the requirements cited in the recent HUD audit.

Resolutions

2. Council Bill/Resolution 1208-2021

A Resolution approving Change Order No. 1 and Final with Langman Construction, Inc., for Project #1346, Sanitary Crossing under John Deere Road, 4000 Block, for the amount of $2,276.

Omnibus Vote: Alderman Wendt, seconded by Alderman Williams, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Wendt, Timion, Moyer and O’Brien; nays: none.

Items Not on Consent:

Resolutions

3. Council Bill/Resolution 1209-2021

A Resolution adopting a City of Moline Pension Obligation Bond Policy.

Approved. Alderman Wendt, seconded by Alderman Timion, moved to approve Council Bill 1209-2021. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Schmidt, Williams, Macias, Wendt, Timion, Moyer, O’Brien and Mayor Rayapati; nays: none.

Council, Staff and Citizen Comments:

Alderman Williams reported that the Karstens Park fence project has been successful and citizens of the first Ward are best served with this plan.

Alderman Waldron asked staff to prioritize discussion of video gaming and private vs. public stormwater projects for roundtable discussion.

On motion of Alderman Wendt, seconded by Alderman Moyer, Council adjourned at 9:12 p.m.
