The Committee of the Whole of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Robert Wachtel, Council Paula Simosky, and Council Keith Kennett

COUNCIL ABSENT: Council Martin Rothschild

STAFF PRESENT: Director of Finance Jamie Matthews, City Admin JoAnn Hollenkamp, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, and Building Inspector Rick Mills

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Chamber Director Sullivan thanked Administrator Hollenkamp for her time in

Geneseo. Sullivan also spoke in favor of the pocket park concept, and in opposition of increasing video game terminal fees on behalf of chamber members.

Pastor Palm thanked Hollenkamp for her service to Geneseo. Palm also spoke in favor of the pocket park concept and the IMEG development agenda items.

Paul Kane spoke in favor of the pocket park concept, IMEG development, and also urged the council to review and address the other flooding mitigation options that were discussed in previous meetings.

7 CITY ADMINISTRATOR'S COMMENTS

Administrator Hollenkamp expressed her thanks to the people of Geneseo for their friendship and support.

8 ADMINISTRATION

8.1. DISCUSSION OF ORDINANCE O-22-01 AN ORDINANCE AMENDING THE JURISDICTION OF THE CITY SYSTEM OF ADMINISTRATIVE ADJUDICATION.

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend to the City Council Ordinance O-22-01 an Ordinance amending the jurisdiction of the City system of administrative adjudication and to put on the consent agenda.

RESULT: Carried

8.2. DISCUSSION OF ORDINANCE O-22-02 - AN ORDINANCE CHANGING VIDEO GAMING TERMINAL FEES FROM $25.00 TO $250.00

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend to city council to approve ordinance O-22-02 changing terminal fees.

8.3. DISCUSSION OF ORDINANCE O-22-03 WHICH WOULD SUNSET THE ROOFTOPS PROGRAM WHICH WAIVES CERTAIN UTILITY CHARGES FOR NEW RESIDENTIAL CONSTRUCTION FOR ANY HOME STARTED AFTER JANUARY 1, 2022.

NO MOTION MADE

8.4. CONSIDERATION OF RESOLUTION R-22-01 SECOND AMENDMENT TO THE AGREEMENT WITH THE HUMANE SOCIETY.

Craig Arnold moved, seconded by Douglas Crow, Motion to recommend Resolution R-22-01 Second Amendment to Humane Society Agreement.

8.5. DISCUSSION OF IMEG PROPOSAL FOR ENGINEERING SERVICES FOR WATER RETENTION.

8.6. DISCUSSION OF CREATING A "POCKET PARK" ON CITY OWNED PROPERTY WHERE THERE USED TO BE THE OLD BURKE CLEANERS AND FUNDING THE OPEN DOOR ARTWORK FOR THE PROJECT. TO BE PAID OUT OF HOTEL/MOTEL.

NO ACTION TONIGHT - Staff will come back with a basic design work up and cost estimates at a future meeting

8.7. DISCUSSION OF RESOLUTION R-22-02 TO REMOVE JOANN HOLLENKAMP AS SIGNATORY AND ADD ERIC ROWOLD.

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend to Special City Council to remove JoAnn Hollenkamp as signatory and to add Eric Rowold.

RESULT: Carried

8.8. APPOINTMENT OF BRANDON MAEGLIN AS THE INTERIM CITY ADMINISTRATOR AND APPROVAL OF EMPLOYMENT AGREEMENT.

Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to the Special City Council to appoint Brandon Maeglin as the Interim City

Administrator and to approve his employment agreement.

RESULT: Carried

Paul Kane urged the council to take a look at the IMEG study on flooding and is concerned that there are no retention ponds.
