City of East Moline City Council met June 20.

Here are the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Jose Rico.

PUBLIC COMMENT:

Heather De Castecker, 2120 10th Street, East Moline addressed the City Council regarding speeding vehicles on 21st Avenue and 10th Street. There are several children that live within the area. Parents like to see what could be done to slow down vehicles while traveling in the area.

Larry Roesler thanked the City Council for everything that they did regarding juveniles and abandoned vehicles in the 200 – 300 block of 7th Street. Mr. Roesler would also like information regarding starting a neighborhood watch program.

CITY CLERK’S REPORT

City Clerk Roberts had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of June 13, 2022.

b. Approval of the Committee-of-the-Whole Minutes of June 13, 2022.

c. Approval of Salaries of June 10, 2022, in the amount of $455,726.49.

d. Approval of Overtime of June 10, 2022, in the amount of $39,073.27.

e. Approval of Bills in the amount of $1,096,797.12.

A motion was made by Alderperson Almblade, seconded by Alderperson Tapia, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCES – 1st Reading

ORDINANCE 22-08 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A SECOND AMENDMENT TO THE ECONOMIC INCENTIVE AGREEMENT FOR STOP’S SHOWROOM.

Ordinance 22-08 was PULLED.

ORDINANCE 22-09 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AN AMENDMENT TO THE FINAL FY2021 BUDGET. (Consideration Requested)

A motion was made by Alderperson Mulcahey, seconded by Alderperson Oakes, to waive the reading of Ordinance 22-09. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

ORDINANCE 22-10 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE SOLICITATION OF BIDS AND SALE OF PROPERTY LOCATED AT 1356 12TH AVENUE (PIN #09-30-309- 020)

ORDINANCE 22-11 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE AMENDMENT TO AN INTERGOVERNMENTAL AGREEMENT PROVIDING FOR THE ROCK RIVER VALLEY REGIONAL SEWERAGE SYSTEM

ORDINANCES – 2ND Reading

ORDINANCE 22-07: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE SOLICITATION OF BIDS AND SALE OF PROPERTY LOCATED AT 2510 3RD STREET (PIN #08-35-400-012)

A motion was made by Alderperson Mulcahey, seconded by Alderperson Almblade, to approve Ordinance 22-07 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

RESOLUTIONS

RESOLUTION 22-39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CREATION OF A POSITION RELATING TO HEALTH INSPECTIONS AND WATER QUALITY CONTROL AND STAFF IMPLEMENTATION/HIRING

A motion was made by Alderperson Almblade, seconded by Alderperson Oakes, to approve Resolution 22-39 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

RESOLUTION 22-40: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AND ADOPTING THE PROPOSED AMENDMENT TO THE PUBLIC SAFETY EXEMPT EMPLOYEE COMPENSATION PLAN

A motion was made by Alderperson Almblade, seconded by Alderperson O’Brien, to approve Resolution 22-40 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

RESOLUTION 22-41: A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS AUTHORIZING A CONTRACT WITH BOB’S BLACKTOP REGARDING 2022 STREET RESURFACING PROGRAM

A motion was made by Alderperson Oakes, seconded by Alderperson Almblade, to approve Resolution 22-41 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Oakes)

Alderperson Oakes informed the City Council she spoke with the new owner of Mitchell Mobile Home Park Ben Earwood. Mr. Earwood informed Alderperson Oakes of his ideas with the park.

Alderperson Oakes requested volunteers for the evening of the Fireworks for parking cars.

Alderperson Oakes had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

Alderperson Mulcahey asked a question to Chief Ramsey that she had a resident in her ward that would like the phone number to the Police Department that residents could call, and report illegal fireworks activity. Chief Ramsey stated the phone number residents should call is the non-emergency phone number 309-797-0402.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

ADJOURNMENT:

A motion was made by Alderperson Almblade, seconded by Alderperson Oakes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried. 7:22 p.m.
