Here is the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:  

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Douglas Crow, Mayor Sean Johnson, Council Paula Simosky, and Council Keith Kennett

COUNCIL ABSENT: Council Craig Arnold, Council Martin Rothschild, and Alderman James Roodhouse

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, City Clerk Paige Seibel, and Director of Electrical Operations Eric Rowold

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Brett Barnhart moved, seconded by Keith Kennett, Motion to approve using the omnibus method and to approve items 10.1 - 10.3

11 Administration 

11.1. Allure PUD Amendment 

Brett Barnhart moved, seconded by Bob James, Motion to approve O-22-17, an ordinance approving a minor change to the planned unit development for Allure, and approving the plat of re-subdivision. 

RESULT: Carried

11.2. Light Pole Banner Policy 

Keith Kennett moved, seconded by Douglas Crow, Motion to approve R-22- 17, a resolution adopting the Light Pole Banner Policy and Program 

RESULT: Carried

12 Finance Director Reports 

12.1. Treasurer's Report and Capital Asset Reports as Submitted. 

Douglas Crow moved, seconded by Paula Simosky, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

12.2. 2023 Budget Review 

The 2023 budget was reviewed for the second time by council. A Q&A took place and Finance Director Matthews, Police Chief Disterhoft, and Director of Public Works VanDeWoestyne were able to answer all questions had by council.

13 Payment of City and Utility Bills 

13.1. Approval of City Bills 

Brett Barnhart moved, seconded by Paula Simosky, Motion to approve the City Bills as presented.

II.) Event Recap 

a. Geneseo Mural Project

i. Projection Party on Sept. 15

ii. A great addition to our community!

iii. Plans for two more murals in 2023 and beyond.

b. State Street Market

i. October 11, 2022, Attendance over 7,000

ii. Event went over very well with our local brick & mortar stores and vendors.

iii. Events like State Street Market underscore the direct impact the Geneseo Chamber makes on our local business community.

III.) Upcoming Events 

a. Zack will attend the The Quad Cities Regional Economic Development Authority (QCREDA) Connect event tomorrow to learn more about the powerful regional economic development instruments that can help our community and local companies grow in the upcoming years. This will also be an opportunity to Connect with local decision-makers and officials in the represented counties.

b. Cruise the Canal – Fall Foliage Tours this Friday Oct. 14

c. Witches Night Out – October 27

d. Scarecrow Row – October 29

e. Fall Breakfast November 16

f. Christmas Open House – November 18-20

g. 2022 Geneseo Christmas Walk– A Victorian Walk Throwback! – December 10
