The Public Works and Facilitates Committee of the Rock Island County Board will meet at the above date and time in the County Board Chambers on the third floor of the County Office Building, 1504 Third Avenue, Rock Island, Illinois.

Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer. The public may attend in person or call into the meeting by dialing 312-626-6799 and entering Meeting ID: 942 592 50168 when prompted. Agenda as follows:

Call to order and roll call

Chairman L. Burns called the meeting to order at 8:30 AM. A roll call was taken as followed:

Members Present: BURNS, ADAMS, MORTHLAND, WESPTFAHL, FOSTER, LAYER, BRUNK

Chairman Burns welcomed the new members Mr. Foster and Mr. Layer to the committee.

Public Comment

Chairman Burns made three calls for public comment. There were no requests for public comment.

Approval of the minutes from the November 14th 2022 Public Works & Facilities Committee Meeting

Mr. Thorpe reported for the month of November 94 total receipts with total net revenue at Year to date 1079 total receipts with total

Estimated value of work was 44 million, and noted being at 126% of budget revenue. Price per square foot came to $180 for new houses. Bowling township had the most houses per year at 7. There were six zoning cases presented to the Zoning Board of Appels.

Mr. Westpfahl asked if the new houses being built would not hit the tax rolls until the next year; Mr. Thorpe stated that was correct.

Mr. Boudi reported recorder fee revenue at $15,721 for November with fiscal year totaling $228,552.

Mr. Massa reported routine maintenance and shoulder work. He stated salt had gone up any where from 27-in price for the year

He hoped to have a spring letting and noted a project on Ridgewood Road

Mr. Westpfahl asked if there was any highway equipment for sale; Mr. Massa stated snow plow truck was ordered in March of 2021 and it had been received in November on 2022. He wanted to hold on to any existing equipment.

County Administrator Grafton reported on updates to the County Office Building Project with demolition work being started on the 3rd floor meeting room, 320. He stated an agreement had been entered into with Russel Construction and KONE for elevator replacement, and the Board Room project was awaiting a technology conference call with emphasis on the ceiling and lighting fixtures.

Chairman Burns also welcomed the new treasurer Nick Camlin.

Consider Change Order for Carpeting in County Office Building and Court Services Mr. Grafton reported in June when speaking with Johnson Controls there were 2 change orders; carpeting and floor/cabling. He stated the estimate in June was $237,000 and that was committed to. The change order was vetted through the rooms coming in at $258,730 , increasing 9 percent and wanted to lock in the pricing. He stated adding carpeting to the Court Services offices as well at $32,989. He stated the cost per yard would be asked for as this would be the last project in the renovation if any other offices needed carpet replacement.

Mr. Adams asked if this would be first shift work during business hours. Mr. Grafton stated there would be minimal interruption of the rooms and off hours or weekends.
