The Governance, Health and Administration Committee of the Rock Island County Board met at the above date and time in the Board Chambers on the third floor of the County Office Building 1504 Third Avenue, Rock Island Illinois. Minutes as follow:

Call to order and roll call

Chairwoman Enburg called the meeting to order at 10:04 AM. A roll call was established.

MEMBERS PRESENT: Chairwoman Enburg, M. Moreno-Baker, D. Mielke, P. McNeil, J. Woods

MEMBERS ABSENT: E. Dewith

OTHERS PRESENT: Lt. M. Meyers, A. Palmer, B. Edgeworth, N. Camlin, J. Grafton, K. Davis, C. Layer

Public Comment

Chairwoman Enburg made three calls for public comment; no requests for public comment.

Approval of the minutes from the November 14th, 2022 Governance, Health & Administration Committee Meeting

Motion to approve as presented MCNEIL Second MORENO-BAKER, WOODS

A roll call was established

MORENO-BAKER, MIELKE, WOODS, MCNEIL –YES

Reports to the Committee

Mr. Russell Medley, Extension Educator with University of Illinois Extension presented the extension office’s monthly newsletter to the committee and a flyer concerning an opportunity to challenge the new FCC National Broadband Map and how it affects state funding. He stated the national maps that were being used were not accurate and affects rural and urban communities.

He also stated that the hazard mitigation plan was being worked on and hoped to have it completed in June 2023. He also mentioned that as Chair of the Disaster Ready Quad Cities COAD, they were working on poverty simulations in schools and non-profits and other organizations annually.

Consider Proclamation for Slavery and Human Trafficking Prevention Month

Ms. Enburg noted that this proclamation was passed annually by the County Board to raise awareness. Motion to approve WOODS Second MCNEIL

Consider Proclamation for Big Brothers Big Sisters Mentoring Month

Ms. Enburg noted that this proclamation was also passed annually by the County Board to support the work of Big Brothers Big Sisters and encourage the mentoring.

Review of Pending/Proposed State Legislation and Policy Matters

Chairman Brunk updated the committee that the state legislature took some action on the safety act during the legislative matters concerning technical issues and the intention was to look at some other aspects of the act after the 1st of the year.
