The Finance and Personnel Committee of the Rock Island County Board met at the above date and time in the County Board Chambers on the third floor of the County Office Building, Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer. The public was able to attend in person or call in remotely to the meeting by dialing 312-626-6799 and entering Meeting ID: 942 592 50168 when prompted. Minutes as follow:

Call to order and roll call

Chairman Moreno called the meeting to order at 8:31 AM. A roll call was taken as follows:

Member Present: Chairman L. Moreno, B. Vyncke, K. Swanson, R. Simmer, E. Sowards, B. Perkins, R. Brunk Absent: None

Others present: N. Camlin, J. Grafton, A. Palmer, K. Davis, C. Przybyla,

Chairman Moreno welcomed new member Bob Perkins, District 13 to the Finance and Personnel committee.

Public Comment

Chairman Moreno made three calls for public comment; no requests for public comment

Approval of the Minutes from the November 15th, Finance and Personnel Meeting

Motion to approve as presented K Swanson Second R. Simmer

Reports to the Committee

Treasurer Nick Camlin thanked the committee and presented the treasurer reports; he stated current year interest was at 231789. He noted significant increase in interest in the last year. He also mentioned that the tax sale would be held on December 29th. Notices had already been mailed and he continued that 2600 parcels of real estate and about 150 mobile homes. He also thanked former treasurer Ewert and her staff for their help in the transition. He also stated extending an invitation to Auditor April Palmer and Finance Director Ryan Berger as part of a fiscal management team.

Dr. Simmer asked if the number of delinquencies was unusually high; Mr. Camlin stated it was in line with previous years.

Consider Resolution for Designation of Banks or Other Depositories

Motion to approve K. Swanson Second R. Simmer

Mr. Camlin explained the resolution contained a list of banks for County use for deposits and noted a healthy mix of credit unions, big banks, smaller banks and other financial institutions.

Ms. Sowards asked how the banks were chosen; Mr. Camlin stated looking at locality and the banks have not changed since the last resolution.

Consider County Administrator Services Agreement

Chairman Moreno stated changes included removal of the title interim for County Administrator Grafton and in order to retain his services to the County.

Consider Change Order for Carpeting in County Office Building and Court Services

Chairman Moreno explained the change order amounted to additional $291,718.00

Consider Resolution for State’s Attorneys Appellate Prosecutor

States’ Attorney Villarreal explained this was a standard resolution for additional appellate prosecutor services to the County and she stated there was a $1,000 reduction in the fee due to short staffing.

Dr. Simmer asked how often the services were utilized, as the fee was $36,000. Ms. Villarreal stated each county is issued a flat fee based on county population, and were used several times for homicide and other cases.

Mr. Swanson noted for the newer members that to move and second something does not mean that you support it; it means supporting the idea for consideration and discussion. He also discussed the pervious roll calls for the new members benefit, and noted that if all members are present then previous roll call can be disregarded.
