Moline Second Alarmers 70th Anniversary Recognition. Steve Regenwether, Fire Chief, acknowledged the dedicated service of Moline Second Alarmers and congratulated them on the 70th Anniversary. A Certificate of Recognition was presented.

7.1 A Resolution authorizing the Director of Parks & Recreation to do all things necessary to enter into an agreement with New Line Skateparks, Inc., for phase I design of the skatepark/pump track under the I-74 Bridge for a total amount of $82,450. To address the Federal Highway Administration requirements for uses on their property below a bridge structure, and as enforced by the Illinois Department of Transportation (IDOT) as part of the licensing requirements, the City must be able to provide IDOT with a preliminary design for the proposed skate park to fulfill those obligations. Approving the agreement with New Line Skate Parks, Inc. does not commit the City to the project beyond preliminary design and the fulfillment of the IDOT requirements for a below-the-bridge project. The City has the option to pursue other locations with the preliminary design in the event IDOT does not approve the City licensing request in 2023, subject to overall project funding as approved by Council at a later date. A motion was made by Alderperson Moyer to approve. Seconded by Alderperson Macias. Motion passed on roll call with the following vote: ayes: Alderpersons Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt and Williams; nays: none.
7.2 A Resolution authorizing the Mayor and City Clerk to execute and attest to an FTTP Development Agreement with Metro Fibernet, LLC, to provide City-wide high-speed broadband service in the City of Moline. On April 1, 2022, the City of Moline published a Request for Proposals for private provider(s) to deploy, operate and maintain a broadband internet network ensuring all premises in the City are served by high-speed broadband, and Metro Fibernet, LLC, submitted the lowest and most responsible and responsive bid. Metro Fibernet, LLC, is willing to invest to construct and operate a fiber network for the purposes of providing fiber services to residential and commercial customers in the City of Moline at no cost to the City. A motion was made by Alderperson Timion to approve. Seconded by Alderperson Waldron. There was discussion. Members of Council thanked staff for their diligent work on this project and indicated the community had wanted an alternative provider for internet service.
Alderperson Wendt questioned why the agreement was not published in advance so that the public could review it. A motion was made by Wendt to amend Section B within “Recitals,” to require that Metro Fibernet invest no less than $11,000,000. Motion was not considered for lack of second. Alderperson Wendt, seconded by Alderperson Moyer, moved to amend Section 1 “Provider’s Obligations,” Subsection (f) “Operation and Maintenance,” to omit “replacing poles” and “pole locations (Provider as tenant)”. Discussion had. Motion failed on role call with the following vote: ayes: Alderpersons Wendt, Moyer, and Williams; nays: Alderpersons Macias, Timion, O’Brien, Waldron, and Schmidt. Alderperson Waldron moved to call the question. Seconded by Alderperson Timion. Motion passed on roll call with the following votes: ayes: Alderpersons Macias, Wendt, Timion, Moyer, O’Brien, Waldron, Schmidt, and Williams; nays: none. 8.1 South Moline Township Fire Protection District Update. Steve Regenwether, Fire Chief, indicated that he emailed a proposal to Council members and asked for any questions. The Mayor thanked Chief Regenwether. Chief Regenwether verified that Moline’s burn ban would extend into this district, and it would be enforced by staff.

14.2 3056-2022 An Ordinance amending Chapter 14, “FOOD and FOOD HANDLERS,” of the Moline Code of Ordinances, Section 14-2203, “LICENSE FEES & PAYMENT,” by repealing Section 14-2203 in its entirety and enacting in lieu thereof one new Section 14-2203 dealing with the same subject matter by adding amendments to reflect the new fee structure as a result of the 2022 Fee Review effective January 1, 2023.

Miscellaneous Business
Mayor Rayapati shared she was busy with the boards she sits on, including the Quad City Healthcare Initiative, where good information was shared regarding affordable housing. The Rock Island Arsenal Defense Alliance is making good forward momentum to assure the relevance of their work and recruiting of persons into the Armed Services. Moline Police Officer Branden Bowden is fighting cancer, and encouraged Council to reach out to him and his family to share their support.
Alderperson Macias noted there was a potential business eager to come to Moline and participate in the BOOST program.
Alderperson Wendt mentioned that he voted “no as written” because he wanted to first clean up the issues with the Metronet agreement in order to protect the residents’ interest.
Alderperson Waldron requested an update from Engineering on the 26th Avenue project (from 24th to 41st Street), and expressed frustration on the lack of progress. David Dryer, Director of Engineering, explained that rain and underground work has set the project back; however, the plan is to open at least two lanes as soon as possible.
Mike Doi, Director of Public Works reported that the City of Moline had received the highest honor from the Alliance for Clean Transportation for use of renewable fuels, and he presented the award to Sarah Mark. Mark expressed appreciation for the work of her staff and predecessors.
