Call to Order

Park Board President, John Knaack, called the meeting to order at 3:30 p.m. in the Public Works Conference Room.

Roll Call

Items on Consent

Approval of the Park Board Meeting Minutes of December 1, 2022.

Approval and acceptance of departmental November/December/January bill payment and departmental November/December/January revenue, expenditures, capital projects, park reserve and cemetery reports.

Approval of a Special Use Application for Brandon Bartz to utilize Sylvan Island for the Magic Island Mayhem Fundraiser Walk/Run. The event is to be held Saturday, February 25, 2023, from 7:00 a.m. until 2:00 p.m.

Approval of a Special Use Application for FORC – Friends of Off-Road Cycling to utilize Sylvan Island for their annual Sylvan Island Stampede mountain bike race. The event is to be held Sunday, April 2, 2023, from 7:00 a.m. until 4:00 p.m.

Approval of a Special Use Application for River Action to utilize Sylvan Island and the Ralph Birks Recreational Trail for their annual Taming of the Slough event. The event is to be held Saturday, September 16, 2023, from 6:00 a.m. until 12:30 p.m.

Omnibus Vote

Bill Abel, seconded by Rico Navarro, moved to approve items by omnibus vote. Motion carried with unanimous approval.

Items Not on Consent

Submitting 2023 CDBG Grant. Staff seeks approval to submit for the 2023 Community Development Block Grant (CDBG). This grant would allow children from families that are low to moderate income to qualify to join a free summer camp at Riverside Park. The grant is worth up to $25,000. Staff recommended approval. Rico Navarro motioned to approve, motion seconded by Bill Abel. Motion carried unanimously.

Addendum to The Captain’s Table Lease. The Captain’s Table Lessor Pretasky Roach Properties LLC asks for an addendum to their lease:

Section 6, “USE,” subparagraph 6.1, “Use Defined,” is hereby amended by deleting the name “Captain’s Table and Marquis Harbor Marina,” and replacing the same with the name, “Catfish Charlie’s and Marquis Harbor Marina.”

Staff recommended approval. Susie Archer motioned to approve, motion seconded by Daniel Williams. Motion carried unanimously.

2023 Pool Season Recommendation. Due to state permitting delaying construction from fall 2022 to spring of 2023, to allow the contractor full access to the facility and not add any additional cost due to being open for a hybrid season in 2023, staff is recommending not being open in 2023. Anticipated opening date for the new construction would be Memorial Day weekend of 2024.

- Hybrid Season: Night swims on Thursday & Fridays nights and open regular hours on Saturdays & Sundays. Anticipated costs: $75,000-$125,000. However, since the current design does not take into consideration this hybrid approach, it is difficult to identify all modifications, temporary work, and logistical issues at this time

- Regular Season with construction waiting until August 2023 to start: Anticipated costs $273,000- $410,000 or 4-6%.

There is a cost saving by not opening in 2023 due to it being a hybrid season. Staff seeks recommendation. Bill Abel motioned to approve the pool closure for the 2023 season, motion seconded by Susie Archer. Motion carried unanimously.

Skate Park Phase #1 Design Contract. Item was removed from the January agenda to be discussed at a future meeting. Susie Archer motioned to approve the item’s removal, motion seconded by Daniel Williams. Motion carried unanimously.
