Roundtable Discussion - IL-92 TIF Development
Bob Vitas, City Administrator, opened the discussion by providing some history and key areas for development within the potential TIF area. Past plans will be examined to determine relevance to the current discussion. Parr Instrument, 211 53rd Street, is a growing company that needs to expand its present facility, requiring renovation and new construction. The Company has a desire and commitment to remain in Moline. Further, due to the high-tech nature of the industry, Parr wishes to form a bridge with the Moline High School Learning Laboratory. Vitas identified areas for specific development, including residential development in the triangular portion and east gate of the City. The addition of a pedestrian/bicycle path over the railroad near Western Illinois University was suggested. Ryan Hvitlok, Director of Community & Economic Development, requested that Council provide direction for PGAV’s work in the coming months. It was noted that the triangular area is at the lowest point in the proposed TIF and at may be at risk for flooding. The inclusion of a technology corridor was supported. Adam Stroud, PGAV Planners, stated that boundaries are determined by various factors including convenience and projects. Stroud recommended including areas for potential development upfront, as opposed to amending the TIF later, because adding property to a TIF is cumbersome. Blighted areas will benefit from development of the TIF. Mayor Rayapati stated that we should understand the capacity of Renew to get an anchor project in the triangular area and to investigate reasons that there has been a lack of interest in property for sale on Old River Drive. Stroud indicated that land should be developed within one year of a TIF study. A quiet zone along the TIF was discussed, including East End Park property and north of Railroad Avenue right-of-way adjoining the East Moline boundary. David Dryer, Director of Engineering, shared that a diagnostic review will proceed as the City awaits a response from the Federal Railroad Authority. Preliminary engineering has begun on redecking of the letdown structure and the stormwater management system to alleviate flooding in the area.
Miscellaneous Business
Mayor Rayapati shared that the internship initiative with the school district has expanded to include an administrative assistant internship; 2) this Thursday the City will host regional partners for a discussion of the Lakeshore Recycling Systems Agreement.
