City of Rock Island Community Development Commission met April 18.

Call to Order and Roll Call
Chair Whitely called the meeting to order at 5:36 PM and took the roll.
Public Comment
There were no public comments.
Approval of the Agenda
Whitley asked for a motion to approve the written agenda for the April 4, 2023 Commission meeting. Tarnow made the motion and Crafton seconded the motion. The motion carried unanimously on a vote 7-0.
Approval of the Previous Meeting Minutes
Whitley asked for a motion to approve the Meeting Minutes from April 4, 2023. Crafton made the motion and Boswell seconded the motion. The motion carried unanimously on a vote 7-0.

New Business
Mata opened up for public comments for the Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2022.
Mata expanded on what the CAPER is.
Tarnow questioned Affordable Housing Programs.
Tarnow made the motion to approve the CAPER and Carrol-Castaneda seconded the motion.
The motion carried unanimously on a vote 7-0.
Whitley opened a public comment for the CY2023 Annual Action Plan (AAP).
Carrol-Castaneda was interested in how staff determines which houses are demolished and which ones are rehabbed.
Crafton asked what do we do with the lots after the structure has been demolished.
Whitley closed the public hearing for the 2023 Annual Action Plan at 6:20PM. Vote will be to have it on the June 8th, 2023 Council meeting.
Discussion about sending out a survey to homeowners and contractors after work that has been completed on their home and having an incentive for the respondent.
Boswell made the motion to approve the revised 2023 meeting schedule and Osing seconded the motion. The motion carried unanimously on a vote 7-0.
Other Business
An update on the Home Repair and Accessibility Program (HRAP) from the Illinois Housing Development Authority (IHDA) was given.

Boswell made the motion to adjourn and Crafton second the motion. Meeting adjourned at 6:53PM.
