1. Approval of April 26, 2023 Meeting Minutes
A motion to approve the minutes was made by Verbeke, seconded by Roby. Motion carried unanimously.
2. Consideration of a Special Event Application for the City of Moline to utilize the North, Westbound lane on River Drive for the Mo’Live event that is planned to take place in the Vibrant Area at the Mark parking lot. The event is to be held August 25th through August 27th from 8:00 a.m. to 10:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.
Amanda Bolt shared that there will be additional events on August 24th. Kirk Marske, Moline Center Manager, said an art walk hosted by Moline Centre is being considered, and he will send out more information soon about this. The event is more condensed this year. Vibrant Arena security will work in conjunction with the Moline Police Department. Vibrant Arena will let the Committee know soon if they have events scheduled during the Mo’Live event dates. Social media promotion is on hold; post-Memorial Day is the target for a media release. A motion to approve the Special Event Application for the Mo’Live event was made by Roby, seconded by Brecht. Motion carried unanimously.
3. Consideration of a Special Event Application for the Bierstube to utilize 15th Street between 5th and 4th Avenue and a portion of the U-Lot for the Bierstube Classic Car Show events. The events are to be held the third Thursday of every month starting June 15th through September 21st from 4:00 p.m. to 10:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed in the Special Event Application.
Alexandra Morris has been in touch with Bierstube to discuss their reopening plan. One option is to have Bierstube host the event and have a mobile bar with Broken Saddle serving the liquor. The Special Event license would have to be under Broken Saddle. Morris will reach out to Bierstube to gather more information. A motion to approve the Special Event Application pending the successful completion of a reopening plan, including possession of a valid liquor and food license, was made by Brecht, seconded by Roby. Motion carried unanimously.
Other Business
4. Potential Pour Bros Car Show – June 10th
The proposed event, “Dog Days of Summer”, is a classic car show to be held in the parking lot at 13th Street and 4th Avenue from 8:00 a.m. to 10:00 p.m. This is a new event, with anticipated attendance of 400 people. There will be a crossing guard stationed at 4th Avenue between Pour Bros and the parking lot. Drinks would be sold on property only, and no one can leave the event with alcohol in hand. It was suggested that they set up in the southwest corner of the parking lot, but the Committee had not heard back from the event manager. Temporary fencing is not a feasible option. A motion to approve the Special Event Application was made by Verbeke, seconded by Brecht. Motion carried unanimously.
5. Mercado on Fifth Update
Macy gave an update about the 12th Street closure. Opening night (May 26) was previously approved. Since then, Bob Vitas, City Administrator, extended approval of the 12th Street closure through the end of June. At the next Special Events Committee meeting in June, Mercado on Fifth will present an update. Ben Castro, MetroLINK, shared that this closure could affect bus schedules, and riders may have to wait up to an hour if they miss a connection. The Committee will reassess the 12th Street closure at the end of June.
6. 4th of July Parade Update
The Glen Oaks neighborhood has a 4th of July parade every year, and the Committee has attempted to request a special event application for the event. It will be considered as a block party this year, if no vehicles are in the parade. The parade will occur as usual in 2023 per the direction of Bob Vitas, City Administrator; however, in 2024, the Glen Oaks Neighborhood Association will be required to submit an application to the Special Event Committee.
7. Potential Keep Pushing Skate Shop Event – July, Saturday, Mid-Day
The event is currently in the early stages of planning, and an application will be submitted soon. The organizers would like to close 5th Avenue from 14th Street to 15th Street for this event, with various types of ramps being placed on the street. Lt. Soliz shared via email to Macy that it is preferable for the entire roadway to be shut down, rather than a single lane. Signage for “No Parking” will be placed in advance of the event to prevent damage to parked cars by skateboards. The Committee discussed alternative locations for the event, as the chosen location might impact the businesses located on 5th Avenue. Macy will check with the event planners to see if they had considered using the U-Lot rather than 5th Avenue, and she will also encourage them to hold the event later in the afternoon.
8. QC Distance Classic – Post Event Report
The QC Distance Classic route was shortened due to recent flooding, and the distance was made up by looping around. Sergeant Matt Russell had shared with Macy that there were no issues to report.
9. Quad City Marathon Route Update
The Quad City Marathon will occur on the pedestrian path on the I-74 Bridge, and no lane closures will occur, per IDOT’s decision. Janine will see if this event route needs to go back to Council for approval. Police officers will be stationed at the base of each side of the bridge.
10. Events Overview & Budget
Macy provided the overview and budget for the Committee to review.
Adjournment
There was a motion to adjourn the meeting by Brecht, seconded by Verbeke. Motion passed unanimously. The next Special Event Committee meeting is scheduled for June 28, 2023.
