City of Moline Plan Commission met July 12.

1. Call to Order

Chair Victoria Graves called the meeting to order at 4:01 p.m.

Mayor Sangeetha Rayapati swore in Sam Moyer and Alan Silas as the new Plan Commissioners

5. Approval of Minutes from May 24, 2023

Motion made by Commissioner Cindy Wermuth, seconded by Commissioner Brett Carter to approve the May 24, 2023 Plan Commission minutes. Motion carried unanimously.

7. Public Hearing

Case 2023-27-PC: A Public Hearing to consider text amendments to the City of Moline’s Zoning and Land Development Code regarding Minimum Off-Street Parking and Traffic Circulation Standards for in-vehicle sales and service uses, including possible amendments to Section 35-1203, “Definitions,” Section 35-3408, “Principal Commercial Land Uses,” and Table 35-5100.3, “Minimum Required Parking Spaces,” and such other and further zoning approvals as may be required.

Mr. Seán Foley presented the staff report to the Commission. Mr. Foley explained the case for the text amendment needed to be corrected quickly, as it is causing problems with requests of variances for parking. The current minimum required parking spaces for in-vehicle, sales and service uses are 1 per 50 square feet of gross floor area. City Attorney David Silverman stated his partner, Dan Bolin, prepared the ordinance with the amendments. The amended ordinance has a new definition for stacking space, specific to drive-thru facilities. The land use regulations for in-vehicle, sales and service uses, amends the standards for drive-thru facilities by requiring at least six stacking spaces, compliance with certain standards that are built in and the installation of a bypass lane to ensure efficient flow of traffic through the property. A separate amendment for parking spaces would decrease the requirement to 1 per 250 square feet of gross floor area, from the 1 per 50 square feet. This would lessen the need for gigantic parking lots. Commissioner Mark Harpole pointed out that staff recommends 1 per 250 square feet of gross floor areas for parking spaces, but the ordinance states 1 per 300 square feet.

Motion made by Commissioner Craig Loken, seconded by Commissioner Sam Moyer to approve Case 2023-27-PC on text amendments regarding Minimum Off-Street Parking and Traffic Circulation Standards for in-vehicle sales and service uses; correcting the error under section 4 of the draft ordinance to change the number from 1 per 300 square feet of gross floor area to 1 per 250 square feet of gross area; and adopting the findings-of-fact presented in the staff report for today’s public hearing. Motion carried unanimously.

Mr. Foley presented orientation materials for the Plan Commission’s newer Commissioners. He will send the live links to all of Plan Commission. Chair Victoria Graves explained that new Commissioners will need to take an Open Meeting Act training and also a Financial Disclosure report will need to be completed for the State of Illinois.

a. Director’s Report(s)

Ms. Jennifer Bizarri stated the new Community and Economic Development Director, Chris Mathias, will start on August 7. He is a former City of Moline employee. Ms. Bizarri also let the Commission know the 17th Annual Appreciation Picnic for Commissions and Boards will be held on August 19 from 11 a.m. to 1 p.m. at Riverside Park.

b. Other report(s), & Announcements, & Upcoming Applications

i. 2023-25-PC: A resolution approving a Variance to ALLOW A REDUCTION IN THE PARKING RATE from 1 space per 50 sq. ft. of building area for the parking classification of Sales and Service, In Vehicle, to 1 space per 150 sq. ft. of building area, on property located at 800 41st Avenue Drive/800 42nd Avenue Drive.
