City of East Moline City Council met July 17.

Here are the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico. Absent: Nancy Mulcahey

PUBLIC COMMENT

Jerry Neece, 1800 7th Street Unit 10C, East Moline, IL – Mr. Neece informed the City Council about the water main break back in December 2022. Their planter box was damaged beyond repair which had been there for 20 years. Summit Ridge filed a claim with their Insurance carrier which was denied. Summit Ridge is requesting the City of East Moline to pay for the replacement cost of the planter.

Mayor Freeman stated someone from the City will be getting back with Mr. Neece in a week or two.

William Schlotfeldt, 3811 4th Avenue A, East Moline, IL – Mr. Schlotfeldt informed the City Council that he received a letter last year regarding an unkept lawn. Mr. Schlotfelt informed the City of East Moline they had the wrong address for the lot. The mix-up occurring again this year. This time the City of East Moline stated mow your lawn. Everyone knows I keep a well-kept lawn. Mr. Schlotfeldt was upset about this issue. Requested to speak with Alderperson Rico at another time about what was done and how the letter was written.

Mr. Maxeiner stated someone will be contacting Mr. Schlotfeldt in the next day or two.

CITY CLERK’S REPORT

City Clerk Roberts had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of June 19, 2023.

b. Approval of the Committee-of-the-Whole Minutes of June 19, 2023.

c. Approval of Salaries of July 7, 2023 in the amount of $448,045.32.

d. Approval of the Overtime of July 7, 2023 in the amount of $11,167.75.

e. Approval of Bills for July 7, 2023 in the amount of $1,130,334.45.

f. Approval of Salaries of June 23, 2023 in the amount of $439,236.62.

g. Approval of the Overtime of June 23, 2023 in the amount of $11,928.93.

h. Approval of Bills for June 23, 2023 in the amount of $543,387.52.

A motion was made by Alderperson Deppe, seconded by Alderperson Oakes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

REPORT BY MAYOR

Mayoral Appointment

Mayor Freeman is requesting the Mayoral Appointment of Gary Almblade to fill the vacancy at the Park Board.

A motion was made by Alderperson Deppe, seconded by Alderperson Rico, to approve Gary Almblade to fill the vacancy of Park Board. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCES – 1st Reading

23-12 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AN AMENDMENT TO THE FINAL FY 2022 BUDGET (WAIVER/CONSIDERATION REQUESTED)

A motion was made by Alderperson Guthrie, seconded by Alderperson Rico, to approve waive the reading of Ordinance 23-12 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

ORDINANCES – 2ND Reading

23-11 AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A DEVELOPMENT AGREEMENT/PHASE 3 BETWEEN THE CITY OF EAST MOLINE, REVITALIZE AND DEVELOP EAST MOLINE AND B & L DEVELOPMENT AT THE QUARTER, LLC

A motion was made by Alderperson Deppe, seconded by Alderperson Rico, to approve Ordinance 23-11 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

RESOLUTIONS

23-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING CERTAIN PHYSICAL IMPROVEMENTS TO FIRE STATION NO. 22, CONSISTING OF THE PURCHASE OF REPLACEMENT MANSARD ROOFING FROM ADVANCED CONSTRUCTION & IMPROVEMENT CO.

A motion was made by Alderperson Guthrie, seconded by Alderperson Oakes, to approve Resolution 23-39 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

23-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE PURCHASE OF PROTECTIVE FIREFIGHTING EQUIPMENT

A motion was made by Alderperson Oakes, seconded by Alderperson Dorothy, to approve Resolution 23-40 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

23-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A NEW APPOINTMENT FOR THE QUAD CITIES LAND BANK AUTHORITY

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie, to approve Resolution 23-41 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Oakes)

Alderperson Oakes stated she felt that the Staff and Amy did an awesome job with the Parade and Fireworks.

Alderperson Oakes has received complaints about fireworks, and she spoke with Chief Ramsey about what could be done about the Fireworks. More people bringing them over from Iowa. We do not have an answer for that.

Chief Ramsey stated that the City has done several things in the last couple of years. By placing signs up in the parks which eliminated that issue. Media releases to curb Firework usage. This is an issue that increased when they legalized fireworks in Iowa.

Mayor Freeman stated that there were less complaints concerning fireworks this year.

Alderperson Oakes asked when will the City Council receive an update from the Park Board new Commissioner?

Mr. Maxeiner stated that there will be a report forthcoming. Mr. Maxeiner stated that Park Board Commissioner has tournaments scheduled in September 2023. Mr. Maxeiner stated that he has done a nice job this year.

Alderperson Oakes stated that East Moline received a pat on the back at the Red Cross National Meeting regarding how well the East Moline Fire Department responded and assisted at the collapsed building in Davenport Iowa. .

Alderperson Oakes had all items covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mr. Doug Maxeiner, City Administrator – Mr. Maxeiner recognized Annaka Whiting for her service to East Moline. Ms. Whiting did a lot to modernize the practices, and great progress. Would like to thank Annaka Whiting for everything she has done.

Annaka Whiting, Finance Director – Ms. Whiting wanted to thank everyone here at the table as well as the several attendees in the audience. Ms. Whiting stated it has been a great five years. I am happy to leave the City in a better place than when I arrived. Good Luck to the City.

Mayor Freeman stated that the City has come into the 21st century since she has been here. That Ms. Annaka is leaving us in a better position than when she came with organization and professionalism.

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that this week they will be having the Junior Police Academy at St. Johns Church. There will be approximately 12 – 14 kids in the Police Academy.

Hoops 4 Hope will occur on July 25, 2023, they will be at Hereford Park from 3:00 p.m. – 7:00 p.m. This is an event where some officers will play basketball with members of the community. First time since Covid.

Night Out Against Crime is coming up August 1, 2023 in the evening. This year we will partner with Moline Police Department, which will be held at Ben Butterworth Parkway.

Brianna Huber – Water Filtration Director – Ms. Huber informed the City Council regarding the industrial tower painting is coming to an end. The Water tower will be put back into service soon.

EXECUTIVE (CLOSED) SESSION:

A motion was made by Dorothy, seconded by Alderperson Oakes to go into Executive Closed Session - 5 ILCS 120/2 (C) 1 - THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried. 7:01 p.m.

A motion was made by Alderperson Guthrie, seconded by Alderperson Dorothy, to return to open session. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried. 7:14 p.m.

A motion was made by Alderperson Dorothy, seconded by Alderperson Deppe to approve a temporary replacement for Finance Director through Gov Temps. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

A motion was made by Alderperson Deppe, seconded by Alderperson Guthrie to approve hiring Mark Rothert as City Administrator and approval of the employment agreement. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe and Guthrie. Motion carried.

Mayor Freeman had Mr. Mark Rothert come up to the microphone.
