City of East Moline City Council met Sept. 5.

Here are the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Nancy Mulcahey, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Jose Rico

PUBLIC COMMENT

Paul Garcia, East Moline – Mr. Garcia informed the City Council that he was upset about a previously unresolved issue. Mr. Garcia filed a complaint with the Chief of Police which was unfounded. Mr. Garcia stated that recording in public is not a crime.

CITY CLERK’S REPORT

City Clerk Roberts-Bontz had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of August 21, 2023.

b. Approval of the Committee-of-the-Whole Minutes of August 21, 2023.

c. Approval of Salaries of September 1, 2023 in the amount of $434,844.31.

d. Approval of the Overtime of September 1, 2023 in the amount of $13,541.02.

e. Approval of Bills for September 1, 2023 in the amount of $1,201,367.83.

A motion was made by Alderperson Dorothy, seconded by Alderperson Oakes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

REPORT BY MAYOR

Mayoral Appointment

Mayor Freeman is requesting the Mayoral Appointment of Ken Porter to the Bi-State Regional Commission Board due to the passing of Nate Lawrence.

A motion was made by Alderperson Dorothy, seconded by Alderperson Mulcahey, to approve the appointment of Ken Porter to the Bi-State Regional Commission Board. Upon roll call the following voted in favor: Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCES – 1st Reading - None

ORDINANCES – 2ND Reading - None

RESOLUTIONS

23-53 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, TO DECLARE CERTAIN PROPERTY OWNED BY THE CITY (FIRE DEPARTMENT RADIO-RELATED EQUIPMENT) TO BE SURPLUS TO THE CITY’S NEEDS AND DIRECTING DISPOSAL OF SAME

A motion was made by Alderperson Segura, seconded by Alderperson Deppe, to approve Resolution 23-53 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Dorothy)

Alderperson Dorothy had all items covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mark Rothert, City Administrator – Mr. Rothert stated this is his first meeting, and great to be here. Mr. Rothert stated that the City is looking into several properties for community development and to enhance code enforcement. Mr. Rothert will be getting a report split out by ward where the properties are located and where the enforcement taking place inside each ward.

Chief Jeff Ramsey, EMPD – Mr. Ramsey informed the City Council that this Saturday, September 9, 2023 from 9:00 a.m. – 12:00 p.m. Moline and East Moline Police Departments will be at Green Family Hyundai located at 6801 44th Avenue, Moline, IL distributing out anti-theft wheel lock for Kia and Hyundai built from 2011 – 2022 for Rock Island County residents only.

East Moline Police Department is starting an eligibility list for new Police Officers. Agility tests will be on October 7, 2023 starting at 9:00 a.m. and the written exam will start at 11:30 a.m. at the East Moline Maintenance Services Building 1200 13th Avenue, East Moline.

Tim Kammler, Engineering Director – Mr. Kammler reminded the City Council that there will be a planning commission meeting next Tuesday, September 12, 2023 regarding The Quarter – Third Addition Development.

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the Fire Department did not get a qualified candidate to start the academy next week. Which will make that position vacant until Spring Academy. The Fire Department is starting a new eligibility list. This time the fire department is going to have two test dates, Saturday, October 28, 2023 and November 18, 2023 at United Township High School starting at Noon.

Parker Prochaska, Wastewater Treatment Plant – Mr. Prochaska informed City Council that Alderperson Oakes spoke to him before tonight’s meeting regarding an item in his Friday report. The entry door to the truck building needs to be replaced, they are already ordered.

A motion was made by Alderperson Mulcahey, seconded by Alderperson Segura, to adjourn the City Council meeting. Upon roll call the following voted in favor: Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried. 6:41 p.m.
