City of East Moline Special Service Area Committee met Oct. 24

Here are the minutes provided by the committee:

Roll Call –

Present: Martin Corey, Michelle Horton, Patricia Hansen, Lyndsay Smith, Dan Guerreo Absent: Larry Anderson, John Stopoulos

City: Finance Director Gregg Zientara and Alderman Adam Guthrie

Guests: No guests.

Approval of Minutes – A motion from Lyndsay with a second from Dan minutes are approved as written.

Financial Report Given by Gregg – A motion from Patricia with a second from Lindsay financial report accepted as written.

Façade/ Fencing Applications – No report given.

Bills – Martin – Respect Abilities regular bill, and Patricia’s regular monthly bill a motion to approve bills by Lindsay with a second from Dan. Bills are to be paid.

Directors Report – none

Flower Report – Michelle will be changing the plantings over for Shop Small and Christmas season and Adam will be writing RFP for next years bids.

Main Street Report (Patricia Hansen) Shop Small Bingo, Christmas events coming up. Writing a Grant to QC Community Foundation for programming at Hereford Park and Book Walk stands. Adding a newsletter quarterly to the water bill was also discussed.

Budget for 2024 was presented and a motion to approve was made by Patricia with a second from Michelle 2024 Budget approved as presented.

Grant Update - City Administrator Absent - no report given.

2025 Project – Adam asked that the board talk to people to see what their thoughts are regarding projects. A small pocket park, splash zone, functional art or more shade. We will revisit and come up with a large project for 2025-time frame.

New Business – The orange building is slated to be torn down. Discussions of repurposing planters in 2025 as the new amenities are added to 15th Ave to the side streets was also discussed, creating flow to 16th avenue.
