City of Colona City Council met Dec. 18.

Here are the minutes provided by the council:

Call to Order: The meeting was called to order at 6:00pm

Roll Call: Mayor Ropp, Attorney Wright, Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl (via conference call) were present. Alderman Painter absent. Staff present: Mike Swemline (Police Chief) and Jen Legare (Finance Director).

The Pledge of Allegiance:

Public Comments: None.

Mayor's Report:

1. Received a card thanking The City for allowing the Activity Center to be used to make food baskets for Thanksgiving/Christmas. 130 baskets were distributed. 2. Received letter from Lane & Waterman in regards to 718 & 720 7th St. requesting reimbursement of costs associated with property damage and lost rents caused by The City's sewage system backing up on July 15, 2023. Matter has been turned over to City's insurance.

3. Watermain break on 100 Clover Drive. Had to call in Miller Trucking & Excavating to get it finished. Was able to take care of it without tearing up road or driveways. Saved the City a lot of time and money.

4. Flock camera contracts. Copies available. 3 cameras should be in place by the 1st of May.

Committee Reports: None.

Consent Agenda:

1. Approve payment of Bills/Vender Report for the period December 12-18, 2023.

2. Approve payroll for the period December 11- December 25, 2023.

3. Approve minutes for December 11, 2023 City Council Meeting.

4. Approve Resolution No. R-23-16 Earmark of Funds TIF # IV (RT. 6 & I 80) for various uses.

5. Approve Resolution No. R-23-17 Earmark of Funds TIF # III (RT. 84) for various uses.

6. Appointment of Kristina Medrano as Deputy Clerk.

Alderman Stablein moved to approve Consent Agenda Items 1-6; Alderman Goodrum seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl each voted yes. Alderman Painter absent. Motion passed with 7 yes votes and 1 absent.

Old Business:

1. Approve Ordinance 0-23-14, an Ordinance levying taxes for all corporate purposes for The City of Colona, Henry County Illinois for the fiscal year commencing May 1,2024, tax levy of 4.85%.

Alderman Stablein made a motion to approve Ordinance 0-23-14. Alderman Lack seconded. Discussion offered, hearing none. Roll call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl each voted yes. Alderman Painter-Absent. Motion passed with 7 yes votes and 1 absent.

New Business:

1. Motion made by Alderman Lack to approve the change to The City of Colona employee handbook section 6.2/personal days. Alderman Shady-Dahl seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl. Alderman Painter- absent. Motion Passed with 7 yes votes and 1 absent.

2. Alderman Stablein made a motion to approve Ordinance 0-23-17, an Ordinance regarding the Illinois Paid Leave for all Workers Act for the City of Colona. Alderman Goodrum seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl voted yes. Alderman Painter- absent. Motion passed with 7 yes votes and 1 absent.

3. Motion made by Alderman Lack to approve Resolution R-23-18, Authorization to issue City credit card to Public Works Director. Alderman Swemline seconded. Discussion: Mayor Ropp explained this was in connection with the recent hiring of new Public Works Director Ryan Erichsen and card will not be issued to him until official start date. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl voted yes. Alderman Painter absent. Motion passed with 7 yes and 1 absent.

4. Motion made by Alderman Stablein to approve The Mayor and City Attorney to negotiate MOU/IGA with East Moline School District for WIFI coverage project. Alderman Shady-Dahl seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl voted yes. Alderman Painter absent. Motion passed with 7 yes and 1 absent.

5. Alderman Shady-Dahl made a motion to approve allowing Smart Wave Technologies to install WIFI equipment on City Hall roof, Police Department roof, and water tower on 8th Street at no charge, and no cost to The City. Alderman Lack Seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley, Stablein, Swemline, Lack, Jones, Goodrum, Shady-Dahl voted yes. Alderman Painter-absent. Motion passed with 7 yes and 1 absent.

Adjournment: Alderman Shady-Dahl made a motion to Adjourn City Council Meeting; Alderman Lack seconded. All Alderman voted in favor of adjourning. Motion to adjourn passed with 7 affirmative votes and 1 absent.
