PUBLIC COMMENT
Members of the Public are permitted to speak after standing and stating their names. Anyone wishing to make public comment will need to sign in on the public comment sign-in sheet. Public comment will be limited to 3 minutes per person, per subject. Park Board response to public comment is not required.
Comments may also be emailed until the day of the meeting, no later than 2:00 p.m., to parkboard@moline.il.us or to the Parks Administrative Assistant, at ybrolander@moline.il.us. Please type Public Comment in the Subject Line and these comments will be read at the Park Board Meeting.

APPROVAL OF MINUTES AND CONSENT AGENDA
Approval of minutes and all items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.
APPROVAL OF MINUTES
Park and Recreation Board meeting minutes of December 7, 2023.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental December/January bill payment and departmental December/January revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for TBK Bank to utilize Ben Butterworth Parkway for their annual TBK Quad Cities Marathon. The event is to be held on Sunday, September 22, 2024, from 7:00am to 5:00pm. Supporting information and special consideration requests are detailed on the Special Use Application.
3. Consideration of a Special Use Application for Brandon Bartz to utilize Sylvan Island for a Magic Island Mayhem event. The event is to be held on Saturday, February 24, 2024, from 8:00am to 4:00pm. Supporting information and special consideration requests are detailed on the Special Use Application.
OMNIBUS VOTE
NON-CONSENT AGENDA ITEMS
1. MetroLink John Deere Commons Sidewalk and Bike Path Improvements. (Eric Griffith, Director of Parks & Recreation)
Explanation: MetroLink would like to make ADA improvements to the sidewalk and bike path in the MetroLink John Deere Commons area to access the Channel Cat. Please see attachments for more details.

Fiscal Impact: No fiscal impact to the Parks & Recreation Department
2. 2024 Park Goals. (Eric Griffith, Director of Parks & Recreation)
Explanation: Presented as an informational at the December 2023, these goals are based on the feedback from the park board and city staff.

Staff Recommendation: Staff recommends approval.
Fiscal Impact: Based on the feedback the goals have been budgeted for in the 2024 budget.
3. Riverside Riverslide Change Order #7. (Eric Griffith, Director of Parks & Recreation)
Explanation: Attached is change order #7 for park board approval for a total of $7,494.04. Change order #7 includes an additional deck drain for the splash pad, splash pad electrical enclosure, & GFI circuit breakers in the concession stand.

Fiscal Impact: As of 1/15/2024, the Riverside Riverslide Project, with the approval of change order #7, has had a total of $434,763.49 in change orders.
4. Grading/Lip renovation at Green Valley Softball Complex. (Eric Griffith, Director of Parks & Recreation)
Explanation: This proposal includes all costs associated with a 6’ back arc lip removal, providing and installing 25 tons of MSA Ag Lime per field, and laser grading. All eight fields would be included for $70,000.

Staff Recommendation: Staff recommends approval.
Fiscal Impact: This would be paid for with Capital Improvement Funding that was earmarked for warmup mount/batting cages budgeted at $100,000.
