City of Lewistown City Council met Jan. 9.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor Lafary

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeimer, Public Works Director Evinn Palmer, and City Attorney Nathan Collins.

ABSENT: Alderperson Dave Levingston and Police Chief Ford.

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Miller made a motion to approve the minutes of December 12, 2024, second by Alderperson Long, the motion carried all ayes.

Report- Nothing to report.

TREASURER'S REPORT: Debbie Brown. Treasurer's report presented to alderman for November.

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: No one.

COMMITTEE REPORTS:

Finance/Insurance/Zoning – Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Nothing to report.

Streets & Allies - Alderperson Levingston: Absent.

Police/ESDA – Alderperson Ward: Later on agenda.

Water - Alderperson Miller: Water Committee meeting prior to meeting. It was discussed that it is the land owner's responsibility because their problem is a service line.

Utilities/Publications – Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: Nothing

Tourism - Alderman Miller: Havana is having a Smithsonian program, starting January 13 thru 17. Smithsonian Institute is having a talk on how Havana has rejuvenated the town. Maybe Lewistown should check this out. Miller will find out more information and let us know.

Tax Increment Financing - Alderperson Spotloe: Nothing.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee Kenny Haacke very dark up town without the Christmas lights. Everything went well this year for the Christmas Activities. Will have meeting soon to discuss next year. There were 70 memorial trees this year. Hope to add more activities next year.

Evinn Palmer Director lead line inventory is on

1. Discuss/Act Upon Selling of Springfield 911 Handgun - Purchased by previous Chief, estimated sale price is around $900.00 but would only get around $630.00 from Pekin Gun Shop, new it was $1,400.00. Attorney Collins offered to purchase it. Have to get sealed bids or sell at an on-line auction. Motion by Alderperson Ward to put the Springfield 911 Handgun in a consignment auction with Gorsuch Auction Service, second by Alderperson Clark, roll call vote, motion carried all ayes

2. Discuss/Act Upon Water Line for Mr. Bryant's Home - passed on this already discussed at Water Committee meeting.

3. Discuss/Act Upon Appoint Levi Peitzmeier as Authorized Agent for IMRF - Motion by Alderperson Ward, to approve appointing Levi Peitzmeier as Authorized Agent for IMRF, second by Alderperson Long, motion passed all ayes.

4. Discuss/Act Upon Comcast Franchise Agreement - Attorney Collins wants to look into this further. Table at this time to check Midcentury franchise agreement to compare.

5. Discuss/Act Upon Tristen Bainter becoming a Part-Time Police Officer - Tristen Bainter needs to take the part time training class. Motion by Alderperson Ward to approve Tristen Bainter getting hired as part-time police officer and sent to training, second by Alderperson Long, motion carried all ayes.

6. Discuss/Act Upon Personal Property Replacement Tax for the Carnegie Library – 19.6% is given to the Carnegie Library every year from the Personal Property Replacement Tax. Extra high this year because the city received more of the PPRT money, the Lewistown Township also gives the city a portion of their Replacement Tax. The total for the Carnegie Library this year is $16,265.42. Motion by Alderperson Long to approve the Personal Property Replacement Tax for the Carnegie Library, second by Alderperson Clark, roll call vote, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Long made a motion to approve all bills properly endorsed; Seconded by Alderperson Miller roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Spotloe made a motion to adjourn at 6:59 p.m.; Seconded by Alderperson Miller motion carried all ayes.
