City of Geneseo Committee of the Whole met April 23.

Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, April 23, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT: Council Martin Rothschild

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, and Building Inspector Rick Mills

Meeting began at 6:00 pm by Mayor Sean Johnson

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Ann Hutchinson asked how new residents will be notified of the water conservation ordinance. City Administrator Maeglin relayed that this will be through all online outlets and also through every customer's utility bill which will be delivered May 1st.

Pastor Steve Palm asked if the water conservation will be as severe as it was

throughout the drought or is this our new normal in town. City Administrator Brandon Maeglin stated that this is not the water emergency situation that council implemented last year and that the water conservation program, 05/01-09/30 every year per the ordinance, simply asks that any lawn watering take place between the hours of 4a-9a daily, before the heat of the day.

8 ADMINISTRATION

8.1. O-24-02: RIGHT-OF-WAY OPENING PERMIT AMENDMENTS

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend the approval of O-24-02 to the City Council Meeting and to place on the consent agenda.

RESULT: Carried

AYES: Bob James, Brett Barnhart, Craig Arnold, Paula Simosky, Keith Kennett, Kent Swanson, and James Roodhouse

8.2. CONSIDERATION OF STATE STREET CHRISTMAS TREE PURCHASE

Craig Arnold moved, seconded by Bob James, Motion to recommend to the Special City Council Meeting approval of the purchase from Downtown Decorations in the amount of $36,178.00 for a Christmas Tree and Ornament Package, coming from the Hotel/Motel Fund.

RESULT: Carried

8.3. SENATOR STOLLER LEASE AGREEMENT

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend to City Council the renewal of the office space lease with Senator Win Stoller through 01/08/25 for $280.00 per month and to place on the consent agenda.

RESULT: Carried

Craig Arnold moved, seconded by Paula Simosky, Motion to approve the bills as presented.
