City of Lewistown City Council met May 28.

LEWISTOWN TIF COMMITTEE MEETING

CALL TO ORDER:

TIF COMMITTEE MEMBERS: Chairman John Spotloe, Alderperson Dave Levingston, Kendall Miller, also attending were Alderperson Sally Clark, Jim Long, Brad Ward, City Treasurer Deb Brown, Levi Peitzmeier, Mayor Doug Lafary and City Clerk Cindy Goddard.

BUSINESS: REDISCUSS TIF APPLICATION FOR ARCHIE'S - Alderperson Long wanted to revisit the application for the total $5,300.00 for Archie's. Alderperson Miller wanted to remind them that they only gave the VFW half. They all want the business to stay. Alderperson Miller will sustain from voting in the council meeting because of this being family. This is a tax buying body. Chairman Spotloe is in favor of giving the entire $5,300.00, all agree. There was a motion to adjourn the meeting by Chairman Spotloe at 6:09 p.m.

LEWISTOWN CITY COUNCIL MEETIN

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Pastor Paul Walmsley

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeimer, Public Works Director Evinn Palmer, and City Attorney Nathan Collins. ABSENT: None

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Spotloe made a motion to approve the minutes of May 14, 2024; also the TIF committee meeting minutes, second by Alderperson Clark, the motion carried all ayes.

Report- Nothing tonight.

TREASURER'S REPORT: Debbie Brown. Treasurer's report was given to aldermen.

ATTORNEY'S REPORT: Attorney Nathan Collins. Next agenda will be the revised. Liquor License ordinance pertaining to the outdoor events.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning

Alderperson Clark: Nothing new to report, only waiting on new insurance information.

Sewer - Alderperson Spotloe: Nothing to report. Waiting on new air compressor Evinn Palmer said.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA – Alderperson Ward: Nothing to report.

Water Alderperson Miller: Later in meeting.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: Nothing to report.

Tourism - Alderman Miller: PJ's Spin and Win grand opening this coming weekend. Music in the Park next Thursday June 6, it is also Jane Boyd night.

Tax Increment Financing - Alderperson Spotloe: Levi Peitzmeier said he attended a meeting at Spoon River College; they OK'd the extension of the TIF for Lewistown.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke not present.

Economic Development Committee - Erin Ahart not present.

WORKS DIRECTOR'S REPORT – Evinn Palmer Director - some of the summer help started this week. New GIS system arrived, will enter all the service lines up to curb stops, also entered will be fire hydrants, sewer lines and all other utilities the city takes care of.

UNFINISHED BUSINESS:

1. Re-Discuss/Act Upon TIF application for Archie's - At the TIF meeting at 6:00 p.m. it was discussed to give all $5,300.00 to Archie's that they had applied for. Motion by Alderperson Long to give Archie's the entire $5,300.00, second by Alderperson Clark, roll call vote, Miller abstained from voting because of being family, and motion carried all ayes.

2. Discuss/Act Upon 16 month CD in Ipava State Bank -Right now 16 month at 3 1/5%, Alderperson Miller suggested 8 month at 5.1%, Spotloe said Prairie State Bank is 7 month at 5.2%, Clark suggested stay at Ipava Bank. Motion by Alderperson Levingston to move it to Prairie State Bank at 5.2% for 7 months, second by Alderperson Miller, roll call vote motion carried all ayes.

NEW BUSINESS:

1. Discuss/Act Upon New Casey's Water & Sewer Tap - Alderperson Levingston asked if anyone remembered that the City did not charge County Market for their water and sewer tap when they built the new store. Discussion most felt if they don't charge then they should not charge anyone. Motion by Alderperson Miller to approve the Water and Sewer Tap for the new Casey's along with the normal charges, second by Spotloe, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.

CLOSED SESSION: Motion by Mayor Lafary to go into to closed session to discuss pending litigation, second by Alderperson Spotloe, motion carried all ayes at 6:45 p.m. doors closed to public at this time.

Doors opened back up to public, a motion to resume regular session by Alderperson Miller and second by Ward at 6:57 p.m.

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 6:58 p.m.; Seconded by Alderperson Clark motion carried all ayes.
