PUBLIC HEARING

Public Hearing on submitting a $155,967.00 Open Space Land Acquisition and Develop Grant to the Illinois Department of Natural Resources for a rubberized surface for a new playground at Browning Park.

Public comment will be limited to 3 minutes per person, per subject. Park Board response to public comment is not required.

APPROVAL OF MINUTES AND CONSENT AGENDA

Approval of minutes and all items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental July/August bill payment and departmental July/August revenue, expenditures, capital projects, park reserve and cemetery reports.

NON-CONSENT AGENDA ITEMS

1. Approval of the Feasibility Study for Greenvalley Softball Complex. (Eric Griffith, Director of Parks & Recreation)

Explanation: Staff recommends approval of a feasibility study conducted by TAG Projects Management LLC for possible upgrades to the Greenvalley Softball Complex.

Staff Recommendation: Approval

Fiscal Impact: No impact at this time. The study will be presented to City Council on September 10 for possible future funding.

2. Purchase of Playground Equipment. (Eric Griffith, Director of Parks & Recreation)

Explanation: Staff recommends approval to purchase new playground equipment at Browning Park, Moline Little League (Riverside Park), and McCandless Park using a GameTime Grant worth a total of $194,114.85, CDBG block grant worth $150,000.00, and $166,028.13 from the Parks and Recreation reserves that will be back filled from 2025 Capital Improvement Budget.

Browning Park: $303,384.00 (included installation)

Grant Amount: ($99,805.99)

Moline Little League: $85,992.00

Grant Amount: ($34,107.88)

McCandles Park: $114,818

Grant Amount: ($54,252.00)

CDBG Block Grant: ($150,000.00)

TOTAL: $166,028.13

Staff Recommendation: Approval

Fiscal Impact: The total amount of $166,028.13 will be paid for out of the Park’s Reserves and then back filled from the 2025 Capital Improvement Budget.

3. Open Space Land Acquisition and Development Grant Submission Approval. (Eric Griffith, Director of Parks & Recreation)

Explanation: Staff requests permission to submit an application to the Illinois Department of Natural Resources for an Open Space Land Acquisition and Development Grant in the amount of $155,967.00 to pay for a new rubberized playground surface and concrete boarder at Browning Park.

Staff Recommendation: Approval

Fiscal Impact: If awarded, the cost of the rubberized surface and concrete boarder will be covered 100% by the OSLAD grant since the City of Moline falls into the distressed community category.

4. Tree Equity Grant for Disadvantaged Community Grant. (Eric Griffith, Director of Parks & Recreation)

Explanation: Staff requests permission to submit an application to the Morton Arboretum for disadvantaged communities to plant trees in disadvantaged areas of Moline. The plan is to plant 150 trees each year from 2025-2027 in disadvantaged areas. Please see attachment.

Staff Recommendation: Approval

Fiscal Impact: If the grant is awarded to Moline it will cover the cost of planting and taking care of the trees for the 2025-2027 period. The grant is worth up to $34,260 per year or $102,780 combined over the three years.
